An economic analysis of the feasibility of using a new bailing/compaction technology in the collection process of clear PET and aluminium cans from customer drop-off centres covered by the Resource Recovery Fund Board Nova Scotia. The first objective of the report was to analyze the Pilot Project underway in the HRM region. The next was to explore how the technology can be expanded to the rest of the provincial collection network using a multi-stage model. This optimization determined the optimal combination of routes and operational days in order to maximize net savings subject to facility, vehicle, and time constraints. This was a novel, custom-built heuristic utilizing GIS network data, TABU search, and a Mixed Integer Linear Program (MILP). The first stage solution set encompassed several scenarios including: Full Network (all depots), Reduced Network (depots with relatively high volumes) and Localized Network (the greater HRM vicinity).
