Montasir Abbas

Dr. Montasir (Monty) Abbas is a Professor of Civil and Environmental Engineering at Virginia Tech and a Texas-licensed Professional Engineer (P.E.), with over twenty-five years of work in traffic signal systems, intersection safety, dilemma-zone protection, driver-behavior modeling, roadway design, and crash causation. He leads a research program funded by the Federal Highway Administration, the U.S. Department of Transportation, the Virginia DOT, and the Texas DOT, with prior appointments at the Texas A&M Transportation Institute and visiting scholar engagements at TU Delft and UC Berkeley / California PATH. He is an Associate Editor of IEEE Transactions on Intelligent Transportation Systems.Dr. Abbas also serves as an expert witness and litigation consultant in transportation matters, providing independent analysis and testimony on traffic safety, signal-controller logic and event-log interpretation, roadway and facility design, and crash causation. He has been retained by both plaintiff and defense counsel and by government and regulatory bodies, with deposition and trial testimony in federal court, testimony before a state regulatory commission, and retention as a disclosed testifying expert in state-court litigation. His methodology is grounded in peer-reviewed research, recognized industry standards (FHWA, MUTCD, AASHTO, HCM, HSM), microsimulation and hardware-in-the-loop validation, and documented error-rate analysis.Areas of focus: traffic signal timing and controller event-data interpretation; intersection, roadway, and transportation-facility safety; dilemma-zone protection systems (D-CS, AWEGS, PIA); driver-behavior and human-factors modeling; access management and work-zone operations; microsimulation (SUMO, VISSIM, Aimsun, AnyLogic); connected and automated vehicle systems and SPaT/MAP data; and AI/machine-learning applications in safety and traffic prediction.Engagements are accepted through Intelligent Transportation Concepts, LLC, subject to a conflict-of-interest check.
