Mohamed serves as Managing Director for the MENA region at the International Code Council (ICC), reporting directly to the Senior Vice President of Global Operations and Solutions. Based in Dubai, he leads ICC's strategic growth and commercial expansion across MENA, overseeing business development, operations, and senior-level engagement with government bodies, Standards Development Organizations (SDOs), manufacturers, design professionals, and other key stakeholders. With almost 20 years of professional experience in oil/gas, project management, and Testing, Inspection, and Certification (TIC) industries, he spearheads ICC’s regional initiatives and market outreach through multiple engagement levers and demand drivers, helping deploy, lead and facilitate ICC’s service lines for new business offerings across its family of solutions spectrum. His leadership extends across multiple key markets, ensuring ICC's operational efficiency and business continuity throughout the region. A distinguished speaker at conferences and workshops, Mohamed reinforces ICC's mission in building safety/innovation/sustainability, showcasing his commitment to advancing the industry's best practices and standards. His contributions underscore his dedication to fostering a safer and more resilient built environment in the MENA region. Prior to that, with a budget of 1 million dollars, he worked with UL Solutions and set up their Dubai new regional office acting as the project manager. He worked in several roles related to operations and business development until he was the Regional Standards Manager, reporting directly to the Director for International Standards, to develop and implement UL’s standards strategy specific to the MENA region. Mohamed possesses well-developed interpersonal and communication skills and is capable of working independently and as a team member in a working environment. Throughout his years of experience, he has acquired a great eye for detail and a deft ability to conduct and interpret qualitative and quantitative analyses. He is constantly interested in engaging in projects committed to sustainable professional and personal development in the future. He obtained his Master's in Engineering Systems Management and Bachelor's degree in Electrical Engineering with a minor in Applied Mathematics and Computational Methods from the American University of Sharjah. Engineering Accounts Manager - MENA

- UL certification officer (reviewer/approver) to Emirates Authority for Standardization and Metrology (ESMA) for the LVE scope. Work involves documentation review and client communication, up until the issuance of the certificate. - UL certification officer (approver) to ESMA for RoHS, EE, and HAZLOC scopes. Work involves liaising with regional technical competencies to ensure that check lists, documentation review, etc... are as per ESMA’s scheme requirements. - Process Owner for ESMA ECAS/EQM certification schemes which involves getting updates on regulations, NB updates, GMA enquiries as well as an active NB committee member for evaluating and advising on current and future scopes. - Program Owner for the Kuwait Public Authority of Industry (PAI) KUCAS/COC program for Low Voltage Equipment. - Promoting UL standards through accreditation and notifications with local authorities. - Operations lead for ESMA, SASO (Saudi Authority and Standardization Organization) and Abu Dhabi QCC (Quality and Conformity Council) accounts. - POC/Business development for ESMA, SASO, PAI and GSO (Gulf Standardization Organization) accounts. Work includes program updates, UL office registration, AHJ meetings & relationships, new standards and subcontractor relationships.

Project Instrument Engineer

- Review and mark-up of P&ID drawings. - Participate in client / vendor meetings and discuss alternate solutions. - Conduct tool box talks (TBT). - Participate in power up SCADA system, ESD system, DCS system, and F&G system cabinets. - Loop checking & functional testing of field instruments (pressure transmitters, level transmitters, and flow transmitters). - Coordinate attendance and activities of the vendor representatives at site for instrument equipment pre-commissioning and commissioning at start up. - Work alongside clients’ counterparts for obtaining required approvals for corresponding job method statement, job safety analysis and risk assessment documents. - Participate in client / PMT (Project Management Team) meetings to discuss applicable and important milestones. - Managing all sorts of cost estimation as well as budgeting for the commissioning section for all projects, using Management Reporting System (MARS) software. Work includes liaising with Project Control Section (PCS) to help estimate man hours, vendors’ cost, equipment cost, as well as forecasted cost for running projects. - Handling audit reports for commissioning section as part of the emergency management plan response.
