I have over 13 years of federal HR experience and currently manage the HR policy portfolio at DCSA. I am responsible for the life cycle process to implement HR policies in accordance with executive orders, laws, regulations, and leadership's vision for the workforce. At the Department of the Treasury, I managed the Awards and Performance Management program portfolios. My role included development of Departmentwide policies and guidance, bureau program review and management, and implementing process improvements. As a Branch Chief for Air and Marine Operations, I had primary oversight over formulation of HR policies/SOPs/guidance and compliance; performance management; compensation, incentives, and overtime pay; awards; and labor and employee relations. During my 3 years with HRM for CBP, I served as a policy subject matter expert on several Title 5 components including overtime pay for law enforcement officers and incentive pay. Recurring projects involved workforce analytics (e.g., attrition; competitive compensation); policy formulation, interpretation, and compliance; and prepared memos, white papers, and presentations for various audiences including the Commissioner, CHCO of DHS, OPM, and Congress. When I served as an HR Specialist for the DoD, I spent 5 years as a subject matter expert on 5 U.S.C. Subchapter IV – Prevailing Rate Systems while setting pay for FWS Appropriated and Non-Appropriated Fund employees. I interviewed industry professionals for sensitive wage data and conducted qualitative and quantitative analyses to set pay for those employees.
