About

20+ years of experience in Human Resources, Project, and Data Management across Healthcare, Education, Government, and Hospitality industries. My experience spans workforce planning, employee relations, onboarding, and change management, with a focus on working cross-functionally across multiple departments and closely with corporate and department executives. Passionate about building strong, inclusive workplaces where leaders and employees can thrive through clarity, accountability, and continuous development. As a Lead HR Manager at DHCS, I have led 50+ large-scale reorganizations through a 7-step process, establishing new branches and training staff on the reorganization process. Onboarded staff and provided detailed information about benefits, leave types, and other areas of focus to new employees and managers. Created a Division Intranet, serving as lead content creator and trainer for areas including new hires, exiting employees, and retirement-specific guidelines, and guided 50+ employees through the in-depth retirement process. Digitized state files and processes, transitioning 2,000+ interview files, and modernizing onboarding, hiring, and recruitment workflows. Responsible for data management, tracking 450+ positions to effectively manage vacancies and ensure timely recruitment and hiring. Created tools and resources to enhance data management and tracking effectiveness, utilizing SharePoint and Jira. Provided data management for monitoring Managed Care Plans, including corrective actions, health care trend tracking, and grievance and denial oversight. As a lead advisor and trainer, I supported over 1,000 students, promoting advanced training programs and recruitment opportunities through large events, expos, presentations, and in-person meetings, which earned me top campus recognition month after month for contract revenue. Trained current and new staff in person and virtually, managed task forces at campuses nationwide to support recruitment revenue. Managed digital engagement and social media campaigns promoting career opportunities, while maintaining student data through SharePoint. Led multiple projects, including the Curriculum Transformation Project (CTP), transitioning 800 students to a new curriculum within six months, providing presentations, collaborating with financial aid, and creating processes and procedures to support future campus transitions. Excited to connect, looking forward to networking meghanrkilby@gmail.com

• Analyzed audit findings, utilized government policies, procedures, and contracts from 25 Medi-Cal Managed Care Contracted Health Plans (MCPs), reviewed and tracked 100 + non-compliant findings, researched and provided recommendations to the MCP, served as the point of contact for completion within 4-6 months; MCPs corrections are reviewed along with any relevant member information, materials, and applicable policies and procedures that also impact the findings and a Corrective Action Plan (CAP) is developed outlining the findings, steps for corrections and compliance moving forward. • Remediated 25 CAPs annually, taking 10 days for completion to ensure ADA compliance for publishing to the DHCS website, utilizing Equidox, a recently introduced platform; training on the new platform took 4-6 months, utilizing Equidox support directly, and creating processes and procedures for current and future staff. • Monitored and tracked data on health care trends, including wait times for transplants, access to care, regulatory trends, and compliance issues. • Monitored a large health care project on transportation abuse, reviewed and analyzed data from 700,000 + transportation calls received monthly, with 5,000 related to Non-Emergency Medical Transit (NEMT) and Non-Medical Transit (NMT) flagged for grievances and denials; after reviewing the data, findings showed transportation paid for by the health plan for medical appointments was being used for non-medical purposes, including commuting to work, attending probation appointments, trips to the market, and going to the gym; this data was communicated to the 25 MCPs to enable further monitoring and tracking of the plans.
