Matthew Stone

Responsible for all CAA legal work and directing the work of any outside counsel working on our behalf. Legal advisor to the Board of Directors, the Executive Director, and the rest of the CAA team. Typical matters include procurement, insurance claims or issues, bonding and finance, construction matters, FAA involvement, labor and employment matters, and litigation and other administrative proceedings. Extensive negotiation, drafting, legal review, and approval of contracts and agreements, including real estate leases, operating agreements, license agreements, land purchase agreements, easements, grant agreements, user agreements, and permits.

Lead in-house attorney, corporate secretary, and ethics officer for $1.5 billion quasi-public corporation. Provided strategic legal and business advice and counsel to Board of Directors, president, and senior management. Directed and oversaw all aspects of the organization’s legal affairs to ensure maximum protection of its legal rights, including corporate governance, litigation management and resolution, risk management, intellectual property, contract drafting and negotiation, labor and employment, information privacy and security, and regulatory matters. Managed legal department staff and outside counsel.

Provided advice and counsel to business, municipal, and quasi-governmental clients on a wide variety of matters, including environmental, renewable energy, legislative, compliance, and general corporate. Represented clients before various administrative agencies, including Connecticut’s Siting Council, Public Utilities Regulatory Authority, and Freedom of Information Commission. Advised clients on state and federal regulatory compliance. Drafted and negotiated a wide variety of contracts, including power purchase agreements, purchase-and-sale agreements for renewable energy credits, and vendor agreements. Drafted numerous corporate documents, including employment policies, bylaws, and operating procedures. Evaluated, prepared, and negotiated a broad range of business transactions.

Sole in-house counsel for renewable energy investment fund with $30 million annual budget. Managed legal department staff and outside counsel. Represented the CCEF before various administrative law and regulatory entities, drafted and negotiated various types of contracts, ensured regulatory and statutory compliance, and advised staff and Board of Directors on policy and programmatic matters.

One of two in-house counsel for renewable energy investment fund. Provided legal, regulatory, and policy advice and support to CCEF staff and Board of Directors. Drafted and negotiated a variety of contracts, and drafted regulatory and policy plans, reports, and compliance filings.

Project manager for brownfield redevelopment projects. Selected eligible sites, reviewed project proposals, determined funding levels, negotiated contracts, conducted related public outreach and education, pursued new funding sources, prepared budget, and met federal and state reporting requirements.

Legislative liaison to state economic development Authority. Prepared the Authority’s legislative agenda, drafted legislation, and promoted passage of same at the Capitol. Provided legal advice and counsel to staff and Board of Directors.

Supervised a 50-person crew. Responsible for event set-up in a busy 10,000-seat, multi-purpose college arena. Drove the Zamboni during Men’s varsity ice hockey games.
