The 1iC Training Group is a collection of active and retired special operations officers who have led tactical operations and are also experienced instructors. We began teaching emotional intelligence in 2018 to mission critical teams in a course around actionable protocols that were easily practiced with the application of daily self-discipline. The 1iC concept was applied to this approach because we are all the 1iC, the one on charge, of our own lives. In our leadership, personal development and tactical training courses we recognize that it is rarely possible for the 1iC to accomplish the mission alone. In every successful tactical operation, we were supported by a 2iC and a highly trained team of officers filling vital roles. When discussing leadership and personal development, we strongly support a structured mentorship process that values discipline and creativity. We strive to turn our 2iC’s into 1iC’s.

● Oversee three patrol officers and one narcotics K9 officer for a department with 40 employees, 18K+ calls annually with a municipal population of 22K permanent residents and an additional 3K working non-residents o Complete robust employee evaluations while managing a variety of personnel with diverse personal and professional goals o Manage administrative reviews of all use of force incidents, including annual reporting to department executives, city council and civilian stakeholders ● Incident commander in all critical incidents of a high-risk nature within the city; sought after by neighboring cities to assist with the safe resolution of critical incidents ● Provide training to the workgroup on leadership, emotional intelligence, police tactics, and criminal investigations o Mountlake Terrace was first city to complete all mandated training related to the Law Enforcement Training and Community Safety Act, as a result of the initiative ● Subject Matter Expert on the use of force after earning a Defense Tactics Master Certification in 2019 o Analyze and interpret force data analytics on various incidents and de-escalation tactics to compose an annual report and presentation for the mayor, city council, city manager and the public ▪ Utilized data to develop an officer training curriculum that contributed to zero excessive force complaints in the department for the past three years

● Lead Defensive Tactics Instructor and Use of Force SME for Mountlake Terrace Police Department. Washington State Defensive Tactics Master Instructor. Washington State Criminal Justice Training Commission Patrol Tactics Master Instructor (train-the-trainer and user level) ● Generate lesson plans, coordinating training and facilitating classes with assistant instructors ● Hold multiple firearms instructor certifications which contributes to the ability to teach firearms to all skill levels from first-time gun handlers to experienced SWAT officers ● Certified to instruct the following less-lethal systems: BolaWrap, OC spray, baton and launchable impact munitions

Integral part of a four member criminal investigations unit responsible for investigating felony crimes. Generate complex written reports, search warrants, interviews and surveillance. Testify in court to the nature and process of investigations. Received commendations for completing a multi-million dollar fraud investigation working in unison with the Secret Service Electronic Crimes Task Force. Left the Unit due to promotion to Patrol Supervisor.

Responsible for protecting life and property in the city of Mountlake Terrace while upholding the laws of the State of Washington and the city in conjunction with other law enforcement officials and agencies. Performed proactive patrol focusing on “in progress crime”, traffic enforcement and responding to calls for service.

● Led the NSM SWAT team, one of the largest hostage-rescue capable SWAT teams in Washington State, comprised of 32 special operations officers from 10 cities within western Washington ● Training Director: Facilitate monthly training sessions and one annual week-long training event for a total of 150 hours each year since 2012 o Supervise training, development, tactical operations, 24 adjunct instructors, and the training calendar for the largest SWAT Team in Washington State ● Acting Team Leader: One of three Operational Team Leaders charged with overseeing the arrival, planning and execution of various missions, including high-risk warrant service, armed & barricaded suspect incidents, executive protection, hostage rescue, and active shooter incidents ● Joined SWAT in 2008 and applied my cognitive and emotional intelligence to perform in the following positions: Entry Officer, Breacher, Squad Leader, and in 2012 promoted to Acting Team Leader o Designed an officer wellness program to support critical incident debriefs in collaboration with a psychologist assigned to the Hostage Negotiations Team ● Prior to 2014 the team experienced a lack of communication and competing leaders at the senior level; instrumental in: o Creating an onboarding and training system for new officers, in addition to developing a 4-hour emotional intelligence and leaders for SWAT officers training program that became the basis for the SWAT Basic course for the state of Washington in 2021 o Developing an ongoing mentorship program for emerging leaders o Contributing to improving leadership and communication as well as increased the safety and security of high-risk assessments due to better decision-making

● Sole author of the emotional intelligence curriculum; specialize in facilitating emotional intelligence classes and train other instructors to develop their own emotional intelligence courses o Created a 4-hour train the trainer course and a 2-hour user level course designed to educate students about emotional intelligence and provide actionable protocols to increase emotional intelligence ● One of three adjunct instructors for the 80-hour Patrol Tactics Instructor Train the Trainer course for the entire state of Washington ● As a master instructor, developed several sections of a manual and instruct trainers who teach a course to meets a 2018 state-mandated 24-hour Patrols Tactics Course focusing on de-escalation tactics for 11K peace officers within the state of Washington by 2028 and every three years thereafter

● Adjunct instructor for an organization that creates and enforces standards and provides training for all criminal justice professionals in the state of Washington ● Deliver a 40-hour First Level Leadership course both virtually and in-person; coursework includes leadership roles and responsibilities, managing critical incidents, emotional intelligence, crucial conversations, mentoring and developing organizational vision
