Served as a registered lobbyist before the Virginia General Assembly for legislative/regulatory insurance and financial service matters, facilitated relationships with state agencies, gave legal advice on general business matters, managed government relations function for State Farm in Virginia working with outside counsel/lobbyist, recruited the outside counsel/lobbyist, conducted grassroots education to stimulate the involvement of associates in legislative/regulatory process, made presentations, planed events and activities, wrote articles to inform State Farm agents and employees on government and legal issues, trained the successor employee.

Assistant Attorney General Represented state agencies or divisions of the same, managed administrative law and litigation matters providing legal advice and review as required. Subject areas and review included litigation and litigation avoidance, legislative bill review, regulatory review, contract and procurement matters including RFPs and IFBs, real estate, compensation reform, employment policy review employment law, employee benefits matters, health insurance procurement, contract review, coverage issues and appeals, representation at board meetings, EEOC representation and negotiation, advising the Council on Human Rights, the state’s EEOC deferral agency. Additional responsibilities in ADA, FMLA, and Virginia Sickness and Disability Program matters, advised and defended the Commonwealth and its institutions in FLSA matters including opinion letter preparation, FOIA review and FOIA and COIA training issues. Assisted with the Health and Human Resources and Administration Secretariat’s 1997 Gubernatorial Transition.

Advised the Governor on grants, escheats, special counsel requests, billing and settlement recommendations. Reviewed all Executive branch regulations, assisted in the preparation of Executive Orders 13, 14, 15 (94) dealing with APA process. Attended meetings for and events with the Governor, interacted with the Governor’s Cabinet Secretaries and Executive agencies, conducted legal research, reviewed extradition documents, renditions, restoration of rights requests, interstate agreements on detainers, clemency petitions and participated in death penalty appeal, drafted responses to constituent mail dealing with legal issues, addressed constituent concerns, assisted with the legislative process.

Reviewed resumes and mail, updated and researched personnel issues, assisted in the process of Presidential appointment making, and attended White House events.
