Mark Stein

Senior leadership for operations, management and business development among multiple disciplines including: surety claim analysis; construction claim analysis & expert witness and litigation support; and forensics evaluations of residential and commercial properties.

Mark Stein joined Pie Consulting & Engineering in 2017. He provides clients with forensic engineering services involving building envelope components, and provides opinions of causation, and valuation of damages. The clients Mark has served include insurance companies, attorneys, homeowners, building owners, architects, and engineers. He manages the incoming workload and provides technical oversight and mentoring to the staff. Mark also focuses on client development with all of Pie's clientele.

As a Regional Manager, Mr. Stein managed over 20 field and office consultants and engineers coordinating field operations and overseeing training of consultants throughout Texas and the adjoining region. In addition, he provided client account management and conducted business development functions. As a Senior Technical Consultant, Mr. Stein performed cause and origin investigations and damage assessments for property and casualty insurance claims. Work product included observations, opinions of causation, and valuation of damages. For construction defect claims involving commercial and residential constructions, transportation/road and bridge constructions and telecommunications infrastructure, Mr. Stein provided clients with litigation support duties as an expert witness and was responsible for establishing destructive and non-destructive investigation procedures; analysis of plaintiff claim documents including expert reports and damage cost estimates; conducted field inspections for cause and origin analysis, developed damage cost estimates and allocation of responsibility for effective and efficient construction claim dispute resolution. Mr. Stein also worked with surety bond professionals and their counsel to analyze, define and mitigate construction performance bond related losses. Mr. Stein assisted with preliminary claim investigations, financial and scheduling analysis, affirmative claims preparation, delay claims analysis, develop takeover agreements and bid packages for completion of work and final settlement strategy for a wide variety of bonded commercial, municipal and residential completion projects.

Served as Regional Manager for the Southeastern United States for a large International Forensics Consulting Company, managing workflow for property claims, construction defect claims, and surety claims. Responsible for direct client development and retention, P&L and collections, hiring and managing construction experts for office growth. Worked as the national senior review team leader for fire and roofing claims.

Served in the capacity Owners Representative/Residential Project Director for a multi-billion dollar resort development in the Commonwealth of the Bahamas. Managed A/E/ID & LSA Design Consultants for construction document development packages and established LEED baseline requirements for each project in development. Developed and implemented project controls for $340 million budget for construction relate activities, while overseeing construction of resort amenities, and developing Environmental Action and Mitigation Plans using USACE based guidelines.

Served as Vice President of Development and Construction, responsible for overall profitability and cost control for all in-house construction related work. Served as Owner’s Representative in dealings with General Contractors and Design Professionals. Analyzed and developed potential renovation/construction costs estimates for residential, mixed use, and industrial development, solicited and analyzed Phase I and Phase II environmental studies, maintained permit and construction business license requirements and developed material schedules & purchasing guidelines for multiple construction projects.

Served as Sr. Project Manager/Construction Manager on behalf of Owner for multiple construction projects in Charleston, SC. Analyzed and developed potential construction cost estimates for residential, mixed use, and industrial development, solicited and analyzed Phase I and Phase II environmental studies, and maintained permit and construction business license requirements, developed material schedules and purchasing guidelines for multiple construction projects. Managed superintendents, clerks and all subcontracted labor acting as CM at Risk.
