Mr. Stein is a forensic building and construction consultant. He has conducted thousands of property and casualty insurance claim investigations for carriers, building owners and adjusters, including complex issues considered to be “Large Loss” and SIU claims. In addition, Mr. Stein has been selected numerous times as an Expert for surety performance bond claims, construction contract claims involving project management, costs and scheduling, and construction defect matters where his depositions, responses to interrogatories, affidavits and work product have been used in litigated matters with successful results. Prior to working as an expert consultant, Mr. Stein worked as a construction professional for over twenty years with senior and executive project management experience including large scale hospitality & resort, telecommunications infrastructure, institutional, residential and heavy highway projects in the U.S., Caribbean and South America. At Pie Consulting & Engineering, Mr. Stein manages surety performance bond claims, construction defect claims and property claim operations through the Texas and other regional offices and provides hands-on operational support to other offices requiring technical and administrative management, including in-depth construction forensic, property and casualty claims investigation, surety claims investigations and surety project takeovers.

As a Regional Manager, Mr. Stein managed over 20 field and office consultants and engineers coordinating field operations and overseeing training of consultants throughout Texas and the adjoining region. In addition, he provided client account management and conducted business development functions. As a Senior Technical Consultant, Mr. Stein performed cause and origin investigations and damage assessments for property and casualty insurance claims. Work product included observations, opinions of causation, and valuation of damages. For construction defect claims involving commercial and residential constructions, transportation/road and bridge constructions and telecommunications infrastructure, Mr. Stein provided clients with litigation support duties as an expert witness and was responsible for establishing destructive and non-destructive investigation procedures; analysis of plaintiff claim documents including expert reports and damage cost estimates; conducted field inspections for cause and origin analysis, developed damage cost estimates and allocation of responsibility for effective and efficient construction claim dispute resolution. Mr. Stein also worked with surety bond professionals and their counsel to analyze, define and mitigate construction performance bond related losses. Mr. Stein assisted with preliminary claim investigations, financial and scheduling analysis, affirmative claims preparation, delay claims analysis, develop takeover agreements and bid packages for completion of work and final settlement strategy for a wide variety of bonded commercial, municipal and residential completion projects.
