I managed the DoD, ACAT 1, C-17 aircraft program for the USAF. As the senior acquisition program manager I directed and integrated all engineering, finance, contracting, logistics and program management functional resources to perform R&D, production and sustainment effort on the fleet of over 200 cargo/transport aircraft (USAF and 8 international partners). I regularly briefed and reported to senior AF and Congressional committee staffers regarding weapon system cost, schedule and performance. I oversaw contract execution across a $3.5B annual budget including one of the most benchmarked Performance Based Logistics (PBL) sustainment contracts in DoD. I enthusiastically led a skilled workforce of 200 government employees while championing a teaming relationship with the geographically separated prime contractor and AF logistics support organization. I established organizational performance goals and the program’s continuous process improvement initiatives.

I provided acquisition professional development training, facility management, IT infrastructure assurance, safety program compliance and organizational support to a geographically separated acquisition unit responsible for development and sustainment of space situational awareness systems, modernized USSTRATCOM command and control (C2) systems, and worldwide early warning ballistic missile attack radars. I directed a staff organization, responsible for daily operations and welfare of 450 personnel. I also performed information assurance and accreditation duties as the Designated Approval Authority (DAA) across 36 classified and unclassified network programs. I led the Governments Source Selection Evaluation Team during the Integrated Strategic Planning and Analysis Network (ISPAN) competition to provide new and automated USSTRATCOM capabilities.

In this position, I led software development, hardware procurement, system integration, test and fielding for wing-level deployable command and control system. I initiated a new spiral development construct and rapidly deployed a classified network and systems to field in advance of Desert Storm II. I supervised 35 AF officer and contractor personnel to develop and field intelligence and targeting systems, force protection, weather, mission planning, and battle staff C2 systems to over 400 air operations center and wing locations worldwide. The total program value was in excess of $500M.

I advised the Assistant Secretary of the AF for Acquisition on Airborne Laser programmatic, technical, financial and congressional matters. I was responsible for initiation of a revolutionary new $6.2B program to modify a Boeing 747 with a high energy Chemical Oxygen Iodine Laser (COIL) capable of destroying Theater Ballistic Missiles in their boost phase. I successfully guided the program through its first major OSD milestone review to gain approval of program documentation outlining management controls, organizational responsibilities as well as cost and schedule baselines. In advance of this review, I authored a detailed campaign plan to convince the general public, DoD and Capitol Hill skeptics of the program’s value to national defense. I performed detailed planning and executed a major advocacy event with the media, Congressional staffers and the Air Force Chief of Staff.

I was the Program Executive Officer's action officer for the Tri-Service Standoff Attack (TSSAM) and Joint Air to Surface Standoff Munition (JASSM) programs. The Northrop Grumman TSSAM munition provided a classified low observable, long-range standoff air-to-ground, 2000 pound munition capability for the Air Force's F-16, B-1, B-2 and B-52; the Navy's A-6 and F-18; and the Army's multiple launch rocket system (MLRS). I provided weapon system and program execution subject matter expert support to the military services, Joint Staff and OSD. During this time the program was terminated by the Under Secretary of Defense as missile costs increased and technical problems plagued reliability. With warfighter requirements unfulfilled, I assisted with the establishment of JASSM program requirements, program plans, program advocacy and initial funding.
