Mark has proven expertise in project and programme leadership with a strong focus on large scale infrastructure and civil engineering schemes predominantly in the UK, Ireland and Australia, including airports, railways, roads and water sectors. Mark has consistently demonstrated his ability to perform in logistically demanding environments and engage constructively with multiple stakeholders. Starting his career at a grass roots level Mark developed his understanding of the construction process and project lifecycle from a first principles basis developing his project controls capabilities to a high level. Woolgoolga to Ballina Pacific Highway Upgrade (Delivery Partner) 2021 – 2022 Project Director 2018 – 2020 Commercial Services Director 2017 Project Controls Leader 2016 Planning Leader Woolgoolga to Ballina Pacific Highway upgrade was the final link in upgrading the Pacific Highway to four lane, divided carriageway between Hexham and the Queensland border. The project traversed some of the most diverse and challenging environments including two major river catchments, floodplains, significant areas of soft soil, threatened species habitat, and sensitive heritage areas. Project Controls Leader 2014 - 2015 T/O >$1Bn Involved in work winning, operations and commercial aspects for projects ranging from $50m to multi Billion major projects in the QLD and Norther Territory Regions. I had the opportunity to undertake a strategic risk review of the Admiralty Station Project 901 in Hong Kong. This was followed by six months on a global multi billion $ tender in the UK, Australia and South America to deliver a copper mine and associated infrastructure that included 80km of roads and 20,000,000m3+ of earthworks. Project Controls Lead Northern Water Treatment Plant 2014 - 2015 EPC $600m Re-baselined the project, including terms for a commercial settlement and complete the Northern Water Treatment Plant.

Accountable for the project controls and planning in the Eastern Infrastructure (NSW, ACT & New Zealand), National Rail and the Energy and Systems Businesses for Leighton Contractors. During my time with Leighton Contractors I was involved in a number of major projects in addition to my regional accountabilities. Planning Manager M2 Upgrade 2010 – 2011 D&C $550m Established the Controls and Planning function which grew to 4 people from contract ward on the M2 Motorway Upgrade which is one of the busiest sections of Sydney’s orbital network. The scope included the upgrade of a 15km dual carriage way, adding a third lane, 16 structures, intersections and the widening and upgrade of the Norfolk Twin Tunnel. Planning Manager Southern Freight Link 2011 – 2012 Alliance $300m Involved in the project from tender to peak construction on the fast paced brown field SFL Alliance which had a sustained peak turnover of $25/m per month over 8 consecutive months. The scope of the project included the construction of 36km bi-directional non-electrified railway within the existing rail corridor between Leightonfield and Glenee in south west Sydney. Planning Manager Regional Rail Work Package E 2012 – 2013 D&C $550m Involved in the project during the tender, establishment and then seconded during the delivery phase to implement special measures during peak construction. Joint Venture between Leighton Contractors and Lend Lease for the design and construction of 26km of new passenger line. Included 2 stations, 3km long, 8m deep rock cutting, 12 grade separations, 27 structures, civils, track and signaling infrastructure. Planning Manager North West Rail Infrastructure JV 2013 DBFO Bespoke $2Bn Seconded to the a Joint Venture to lead the tender planning for the winning bid for the Sydney Metro North West Operations, Trains and Systems tender.
