Leadership: When I was Deputy Division Chief DTRA Europe a Climate Survey showed morale improved 26%, stress went down 25% and satisfaction in unit leadership rose from 49% to 95%. Led the drafting of JCS intelligence briefings for 18 months. Developed over 200 CJCS briefs, the premier products and most viewed classified briefings. Praised by Sec Def, Sec State, and CJCS Intelligence Operations: Combat proven leader, I deployed four times as the Senior Intelligence Duty Officer (SIDO) to the CENTAF CAOC, Al Udeid AB Qatar. I developed innovative techniques for improved actionable intel, was selected as the CENTAF Field Grade Officer of 2005. Maxed Intelligence Collection with minimum resources to support ground operations. Initiated cross-cues between multiple platforms to fill intel gaps and provided critical support to over 100 troops in contact situations, minimizing friendly losses. Project Management: Led the last stage of a $12M DTRA Europe unit move, earning Agency's Annual Large Team Award 2011 - overcoming construction and IT delays which threatened to slow-down or halt the move. Executed $4M for CENTAF intelligence missions; upgraded critical mission application servers, secured alternate generator power to support 24/7 intelligence reachback for the CENTAF CAOC. Solved 2 biggest intelligence shortfalls in AEF spin-up with a mobile training team; saved $450K annually: saved $250K during an office remodel which expanded workspace by 40% in 120 days. Tenaciously finds money thru other agencies--garnered $175K for division goals. Instituted systematic enroute training for personnel, saving $35,000 and 120+ man-days saved annually. Communication: Energized the Under Secretary of Defense during a 5 minute impromptu brief, garnering $5,000,000 to resolve critical Intelligence vulnerability, Authored/edited multi-service military and civilian, evaluations and awards, helping personnel earn numerous individual, team, unit and monetary awards,

Directed operations of 94 personnel in a joint force geographically separated element; oversaw execution of $1.2M budget annually; supervised DTRA logistics in Europe, supported New Strategic Arms in Reduction Treaty, intrusive arms control inspections and support in the European Command and Africa Command areas of responsibilities. Supervised training, discipline, morale, and development in this previously GS 15 position. Led Branch responsible for providing expert counsel on chemical, biological, radiological and nuclear (CBRN) issues to US security policy leaders, coordinated with NATO and the Organization for Security and Co-operation in Europe (OSCE), and trained partner nations. Agency expert responsible for development and execution of Foreign Consequence Management (FCM) and crisis action plans for European Command (EUCOM) and African Command (AFRICOM). An agency expert responsible for development and execution of Foreign Consequence Management crisis action plan for European Command EUCOM and AFRICOM. Integrated and synchronized EUCOM and AFRICOM Chemical Weapons of Mass Destruction (CWMD) plans with Strategic Command (STRATCOM) global CWMD deliberate plans. Reviewed and coordinated CWMD plans with OSD, Joint Staff, services, interagency, and other defense agencies. Provided expert counsel to leadership representing US security policy and objectives for NATO and the OSCE.

Led five joint military and civilian action officers responsible for all Joint Chiefs of Staff (JCS) Intelligence (J2) activities supporting Department of Defense (DoD) Continuity of Operations (COOP) and Continuity of Government (COGCON). Ensure readiness of J2 Defense Intelligence Agency (DIA) personnel and $1.5M in equipment associated with alternate Chairman JCS operating facilities. Leads operational and exercise deployment planning for J2 support to CJCS' Mission Essential Functions (MEFs) as key Secretary of Defense and President of the US advisor. Coordinates training and augmentation of DIA support, Services and Intelligence Community personnel in support of J2 in crisis operations. Energized Under Sec of Defense in five minute impromptu brief, garnered $5M to resolve vulnerability. Led action officers responsible for all JCS Intelligence activities supporting DoD COOP and Continuity of Government. Led approximately 50 personnel in four COOP real world/exercise deployments and optimized intelligence elements to be named by the Deputy of the Joint Staff as his top COOP team.

Led a selectively-assigned Joint Staff division providing executive-level intelligence briefings for the Joint Staff. Presentations given to the President, SecDef, CJCS, COCOMs, allies, and U.S. and foreign military and civilian leaders. Developed, produced and disseminated SecDef and CJCS daily intelligence updates on five different classified systems. Provides essential intelligence distribution, direction and liaison for the J2, Joint Staff, and analysts worldwide. Supervised nine personnel responsible for integrating intelligence, surveillance and reconnaissance (ISR) activities into ongoing air and ground combat operations. Developed concepts of operations (CONOP) and tactics, techniques and procedures (TTP) to ensure critical intelligence derived from imagery (IMINT), signals (SIGINT), human (HUMINT) and other disciplines were tasked, collected, fused and disseminated to Warfighters at all levels of conflict. Coordinated issues with US Central Command (USCENTCOM), Combined Air Operations Center (CAOC) and Air Combat Command (ACC). Executed $4M for CENTAF intelligence missions; upgraded critical mission application servers, secured alternate generator power to support 24/7 intelligence reachback for the CENTAF CAOC. Devised complex assets movement plan for max intelligence collection and positive identification before during and after strikes--successfully targeted high-value targets, weapons caches, anti-Iraqi forces, and enemy Command and Control. Supervised Air Tasking Order modifications, shifting ISR platforms to best support ground forces in the Second Battle of Fallujah.

Led tasking and administration, for multinational staff of 77, with a budget of over $750,000. Directed executive support to the Assistant Chief of Staff (ACOS) for Intelligence, the Senior Intelligence officer to AFSOUTH and the National Greek Representative. Deployed as AFSOUTH liaison to Stabilization Force (SFOR) Sarajevo Bosnia; stepped in during Dir/Dep Director Joint Operations Center absence to lead JOC support to NATO’s first war criminal capture operation. Three captured and sent to The Hague for trial.
