The Cultural and Ethnic Communities Leadership Council (CECLC) was established by the Minnesota Legislature in 2013 and became effective August 1, 2013. The purpose of the council is to advance equity and reduce disparities among ethnic and racial groups who receive services through the MN Department of Human Services (DHS). The CECLC has developed a recommendation for business areas across the agency to systematically assess equity implications when developing policy and implimenting program changes. CECLC is working with executive leadership and the DHS Commissioner to effectuate the recommendations. The council’s membership is representative of the diversity of Minnesota’s population. CECLC members also include chairs and ranking minority members of the committees in the Minnesota House of Representatives and Senate with jurisdiction over human services.
