Expert at OAS Verification Commission,and International long term observer - November 2010 to April 2011 in Haiti. Observer for the 2 rounds of elctions in Hinche and Cap Haitien, November- December 2010 and February- March 2011 Observer for the tabulation of legislative and presidential results (2nd round) March - April 2011 Electoral Expert in the OAS Expert Mission Team to assess the practices and procedures used in tabulating the preliminary results of the November 28, 2010 presidential elections. Following violence spreaded in the country ensued serious electoral irregularities and the precipitous decision of 14 candidates to withdraw from the election hours before the polls closed. In the days following Election Day, the OAS-CARICOM Joint Election Observation Mission conducted a verification mission in Port-a-Prince during 13 days. Its recommendations were taken into account by the government and the Electoral commission.

* Office Management recruitment of local staff, * Project manager: drafting, fund raising and implementing two main projects related to Human /Child Rights activities targeting youth from majority and minority communities, local authorities and representatives of the civil society. * Peace reinforcement through a cross-border co-operation project between the cities and counties of: Osijek (Croatia), Pecs (Hungary), Subotica (Yugoslavia) and Tuzla (Bosnia Herzegovina) involving around 40 participants (Mayors, parliamentary representatives and local NGOs). * Peace and tolerance reinforcement activities and education to Human Rights for youth of primary and secondary schools and students of the Faculty of Pedagogy in a war-torn environment, including the Serb minority area of Vukovar. * Drafting an publishing a booklet in Croatian language with youth texts and illustrations. * The projects were funded by the Council of Europe and the European Foundation for Human Rights.

* Head of the Gitarama regional office of the UN World Food Programme (UNWFP) in Rwanda, Africa. * Office manager for 15 communes of a very populated department implementing UNWFP food aid emergency programmes for refugees, returnees and vulnerable persons * Designing and coordinating development and rehabilitation projects. The food for work projects I implemented included reconstruction of housing units for returnees, rehabilitation of schools, hospital, village roads and draining of swamps for agriculture purpose. * Management of a 500MT-warehouse supply and its 20 national staff team. * Representative of UNWFP in the region, delivering information and speeches to media, visiting ministers, UN officials and local authorities. * Reporting in English

* Human Rights Regional Co-coordinator and Electoral Observer with the UN Peacekeeping Mission in Haiti (MICIVIH): * Electoral officer and team leader for the three national and local elections of 1995 and 1996 in Haiti. * Regional Co-coordinator of a new office in Petit Goave, management of the office and the work of a team of 6 International (UN and OAS) and 5 national staff, structuring their work in accordance with the MICIVIH mission, * Establishing and fostering contacts with Haitian and international officials of the region. * Initiated and coordination of a series of seminars and workshops on legal and human right issues gathering judges, public prosecutors, lawyers, prisons staff, grassroots organizations and journalists around the functioning of the judiciary system and the democratic process. * Conflict prevention and peace enforcement activities * Prisons visits and interviews with inmates

* Humanitarian Food Aid in Cambodia, Asia. * Food Aid Coordinator for the international NGO PADEK, implementing agency for UN World Food Programme of an emergency food relief assistance programme in the Svay Rieng province (300MT of food for 10,000 beneficiaries). * Deputy Monitoring Co-coordinator for Cambodia, as a United Nations Volunteer for United Nations World Food Programme; UNWFF, during this period, had a $40 million programme, involving the distribution of 95,000MT of food stock, food movement over 600,000 beneficiaries in 5 programmes (emergency, vulnerable persons, institutions, development, and repatriation). * Manager of the Prey Veng regional office : programmes and human resources management * Training the WFP national staff, local Red Cross staff and international NGOs on WFP programmes * Capacity reinforcement of local and international NGOs in food delivering and beneficiary targetting
