(~$ 30 million), Negotiation, Capacity Building, Contract Management and Contract dispute resolution etc. Acceptance of bid award recommendations for contracts valuing up to Rs. 10 Cr. • Responsibility included preparation of the procurement plan, to oversee all procurement of Individual Consultants and other Consulting Services, to review and revise the CBR Procurement Manual, to prepare all CBR procurement-related no-objection-letter (NOL) and/or approval requests, to prepare evaluation criteria for all consultancy related proposals and EoIs, and advise EoI/proposal evaluation teams of scoring and evaluation processes, to advice, coordinate and participate in EoI and proposal evaluation teams, and handle technical and combined evaluation reports on behalf of the teams, to train staff specifically on the World Bank Consultancy Procurement Guidelines and regulations.

Responsibility involves Procurement of Goods, Works and Consulting Services, Project Planning, Project Document Preparation, Budgeting, Research Supply Market and Vendor development, Standardisation of Technical Specification, Issue of RFP, Evaluation Reports, Negotiation, Execution of contracts for procurement of Goods, Works and Consulting Services, related Resource allocation and Capacity Building, Contract Management and Contract dispute resolution etc. Render contract management advice to the Chief Executive of ICF, in high value procurements (USD 3 million and above procurements). Also work as the Head of ERP Implementation Project involving implementation of various modules including Procurement and Inventory Management modules. Heading a team of more than 50 procurement and contract managers and support staff

Responsibility involved heading of Supplies Department, formulating purchase policies for the newly formed company, preparation of procurement manual, framing internal procurement schedule of powers, preparation of standard bid documents, both for national and international procurements, issue of NCB and ICBs, finalisation and execution of contracts, clearance of imported cargo, mostly from Canada, UK, South Africa, India and Germany. Handled procurement of various goods like Locomotive spare parts, Passenger Coach spares and equipment, Telecommunication equipment, Material handling equipment, Locomotive fuel (High Speed Diesel), various Lubricant items etc. Being part of the management, personally involved in various negotiations with the trade unions for wage settlement and other employee benefits, with lending organisation (IFC) and various Government Groups. Also involved in the preparation of business plans for the organisation.

Handled Planning, Processing and Managing Procurement and Contractual aspects relating to procurement of Components, subassemblies, systems, products, equipment, machinery and services required for the manufacture of Passenger Coaches (Railroad cars). Procurement process involves forecasting of demands, consolidation of requirements for multi location warehouses, bidding and evaluation, negotiation and vendor development, finalisation and contract management. Implemented count offer techniques to bring down the cost of materials in high value procurement cases, demonstrating negotiating skills.

Headed two procurement divisions. Handled procurement of Goods, Works, and Consulting Services. Role played includes overseeing of procurement assignments and ensure the most economical and timely delivery of procurement portfolio, ensuring that all procurement actions are undertaken in the most effective and efficient manner and carried out in accordance with Indian Railway’s public procurement policies, implementing sound mechanisms for forecasting, procurement planning and management and building procurement capacity. Implemented IT projects related to Procurement, Warehousing and Materials Management Information System, involving Project Proposal, Budget preparation, Project document preparation, Planning and Execution of the project including IT infrastructure procurement, contract management etc.

Responsible for Procurement of Goods, Works and Consulting Services, including planning and procurement of various Components, Spares, Subassemblies and Equipments for Diesel Locomotives, Railroad Cars, Freight Wagons etc. and their contract management. Handled the complete procurement cycle for procurement of equipments, including assessment of procurement requirements for financial competence and technical completeness for initiating national competitive bidding, issue tenders, monitor and manage the complete tender process, participate in evaluation of bids, study the commercial and economics aspects of bids, lead negotiations, prepare contracts, issue of amendments to ensure all terms and conditions are unambiguous and monitor and analyse contract performance. Organized centralised procurement through Framework agreements, drafted special standard bid documents for frame work contracts and concluded the frame work agreements for large number of items used by many field units. Responsible for bringing about a change management within the organisation, in use of computers in a big way.

Handled Procurement of Goods, Works and Consulting Services, including procurement of spares and equipment for Diesel Locomotives, Steel Items, Signalling and Telecommunication spares and equipment, IT equipments, Spares for Track Maintenance Plants and Machinery etc. Responsibility included planning and consolidation of demands, demand forecasting, bid preparation, issue and finalisation of tenders, contract management and associated logistics operation.

Managed the warehouses of N.F Railway, which involves Receipt, Storage, Warehousing and distribution of spares and equipment, consumables and related logistics operation.

Assisted the preparation of specification and bid documents for International bids, for turnkey gas based thermal power projects at Anta, Auriya and Kawas, with respect to Control and Instrumentation areas.
