Lev founded Toll Insight in 2018 to serve as a toll industry knowledge exchange platform. Toll Insight supports players throughout the tolling industry via three primary pillars: • Online events and forums • Advisory and recruiting services • Industry resources

• Conceptualized and established an innovation business unit with a high-performing team of engineers, analysts, and technical managers, focused on emerging Electronic Toll Collection (ETC) and Intelligent Transportation System (ITS) solutions • Led Road User Charging (RUC) and Vehicle Occupancy Detection (VOD) pilots in preparation for production operations • Hosted Connected and Automated Vehicle (CAV) road trials, while establishing new applications and relevance to toll roads • Managed Tolling and Traffic Management System (TTMS) strategy, development and delivery for new projects • Liaised with industry as well as with key internal stakeholders to identify and solve primary operational and business problems • Developed innovative concepts of operation based on market research, new transportation technology and operational capabilities • Established partnerships with various industry sectors, including public agencies, academia, technology companies and start-ups • Delivered integrated, transportation systems as proof-of-concepts, analyzed outcomes and prepared relevant transitions to operation • Directly supported top-level corporate management with technology and operational strategy for near- to long-term timelines

• Strategically managed efficient tolling and customer service operations for the I-495 and I-95 Express Lanes • Oversaw E-ZPass trip formation, rating and billing as well as violations enforcement to achieve improved metrics and processes • Managed a high-performing team of seven Transurban employees and an additional 50+ staff via outsourced service providers • Served as a primary liaison with the client, Virginia DOT (VDOT) as well as the overall transportation and tolling industry • Continuously assessed emerging transportation and tolling technologies and trends to lead pilot projects and innovations • Managed multiple CAV trials and demos on the I-95 Express Lanes • Established partnerships with innovative system providers to deliver industry-first tolling projects • Supported new project development and delivery via project planning, specification, system design, testing, and commencement

• Developed USDOT-sponsored Connected Vehicle prototype projects, including for highway, city streets and transit applications • Designed critical system components of an interoperable Transit Signal Priority system for the Chicago Regional Transp. Auth. • Supported the USDOT with technical evaluation of the Integrated Corridor Management transportation management system • Formed bid teams with universities and consultants, developed new project concepts and wrote USDOT-compliant proposals

• Managed the successful delivery of the world-renowned I-495 and I-95 Express Lanes’ dynamically-priced, all-electronic tolling and back office system • Developed the system through the full system engineering lifecycle, including the concept of operations, business and system requirements, design, test planning and execution as well as commencement planning and transition to operations • Managed the tolling system subcontractor, the relationship with VDOT and 3rd party vendors (e.g. payment processors, collection agency, mail house), including the design and delivery of numerous, external system interfaces • Coordinated and strategically managed project delivery, operations, public relations, technology, legal and finance inputs to establish optimal system business rules and requirements and to successfully complete a comprehensive tolling system design • Led the verification and validation of the implemented system to ensure that all requirements were successfully met

• Provided Electronic Toll Collection and Intelligent Transportation Systems consulting to transportation agencies, including VDOT, Virginia DRPT, PANYNJ, and the Metropolitan Washington Airports Authority • Delivered strategy and market research projects in the realms of ITS, congestion pricing as well as toll technology • Developed operational concepts, system designs, technical specifications, RFPs, test plans, operations metrics and analysis • Successfully established a new ITS market for IBI in Michigan, engaging potential clients and winning new ITS business

• Performed two years of research advised by world-renowned transportation researcher, Professor Joseph Sussman • Produced a 200-page Master's thesis entitled “The Application of Intelligent Transportation Systems and Information Technology Systems to Disaster Response”

• Provided technical assistance to the I-95 Corridor Coalition regarding improvement of commercial truck mobility & safety in the I-95 corridor using commercial vehicle pre-clearance at weigh stations (via the Commercial Vehicle Information Systems and Networks, "CVISN" program), weigh-in-motion sensors, and GPS cargo tracking

• Conducted a year-long Automated Vehicle Location (AVL) implementation analysis and technology review for the CMU shuttle bus transportation network

• Designed part of a support structure for a major new bridge to be built on the Ohio / Kentucky border • Created MicroStation CAD drawings of proposed bridge design to be built in Pittsburgh, PA • Laid out new roadway signing plans for a bridge construction development in Butler, PA

• Performed "impact echo" non-invasive structural flaw assessment research.
