Ensures compliance with New York City and New York State laws and regulations applicable to AAPCI’s provision of social services, and supportive and transitional housing. Advises on compliance with federal and state laws and regulations governing 501(c)(3) nonprofit organizations, compliance and risk management. Prepare board meeting agendas, resolutions, minutes, and other materials. Drafts, reviews, and negotiates contracts, subcontracts, property leases and purchase agreements. Oversees and ensures compliance with applicable NYC and other government procurement rules, including rules regarding subcontractor approvals. Manages outside counsel, consultants and other advisors as necessary to support AAPCI’s legal and compliance needs. Develops new, and update existing, internal policies and procedures as required by AAPCI’s contracts with the City, applicable nonprofit or employment laws, or organizational and fiscal best practices, and oversee compliance with those policies and procedures. In collaboration with the CHRO, manages, tracks, and coordinates organizational responses to whistleblower and related complaints, submitted directly or through a third-party mechanism. Manages litigation, administrative actions, subpoenas, and other claims or legal investigations when they arise, including coordinating with outside counsel and/or insurance providers regarding same. Provides legal and compliance oversight on internal and external audits Oversees insurance coverage, managing liability insurance policies, liaising with brokers and vendors, managing renewals and audits, and tracking claims. Work with division heads to create audit tools, data dashboards, and audit reporting tools to share across various stakeholders. Oversees development and distribution of, and engagement around, staff trainings (both legal and programmatic compliance)

Counsels agency executives and management team on all legal matters, including but not limited to, laws and regulations pertaining to operational compliance for transitional housing and permanent supportive housing programs, privacy and confidentiality, employee and labor relations, and real estate matters. Oversees litigation matters, including managing carrier coverage and assignment of external counsel to defend CUCS. Advises agency executives and program management on government procurement and other contract matters, as well as reviews and drafts contract actions. Collaborates and strategizes with department heads to formulate and implement best practices, including but not limited to, privacy and non-disclosure, cybersecurity, and human resources. Develops and conducts trainings and guidance in coordination with CUCS’s Human Resources and Program Departments. Conducts investigations into employee misconduct matters. Advises the Board of Directors and executive team on corporate governance matters.

Oversaw the implementation of various compliance initiatives for NYC Department of Homeless Services. Managed ORCA’s team of 15 staff members. Counseled agency executives on compliance issues affecting the City’s shelter system. Served as the primary liaison to NYS Office of Temporary and Disability Assistance (OTDA) regarding compliance matters affecting the City’s shelter system. Collaborated with agency executives on vendor management matters, including developing corrective action plans to improve the organizational capacity of vendors. Reviewed and commented on proposed regulations, drafts policies and procedures, and research and drafts memoranda on compliance issues.
