Kendall Holbrook
Chief Executive Officer @ Dev Technology Group, Inc.
About
I am an accomplished technology CEO, board member, and growth-focused executive with more than 25 years of experience scaling IT services organizations and deploying mission-driven software. I have a proven track record of delivering value through operational excellence, driving 3X revenue growth, and leading organizational transformation—particularly within federal contracting, software development, and application modernization. I currently serve on several boards, including Frontier Technologies Inc., a private IT infrastructure company. I also serve on the board and as a Strategy Committee member for Northern Virginia Family Service, a $42M nonprofit, and as a Trustee for the UVA Engineering Foundation, which stewards $80M in assets. As CEO and Board Member of Dev Technology Group, Inc., I have led the company through significant expansion, driven 3X revenue growth, and doubled headcount to more than 350 employees while maintaining a nationally recognized culture with 97%+ employee retention. Under my leadership, Dev Technology has been honored for multiple years as a USA Today Top Workplace and by the Washington Post for more than a decade, recognized for both performance and culture. I advanced through the organization from Vice President, where I built a federal contracting business that transitioned from subcontracting to 80% prime contracts within three years, secured more than $200M in awards, and delivered innovative IT solutions including biometric systems, HR modernization, and enterprise application development. I also scaled organizational maturity to compete successfully against Fortune 50 enterprises. Earlier in my career, I launched a boutique consultancy, Strategy Builder, providing strategy and business development support to small and mid-sized businesses. I also co-owned a boutique children’s bookstore, The Story Tellers. I began my career at EDS, where I spent more than a decade in multiple roles, including systems engineering, marketing, and sales. I have been recognized as a Federal 100 recipient and GovCon Executive of the Year, and I have also been honored for leadership by Dominion Energy and the Library of Virginia. A frequent speaker, I have presented at the AnitaB.org global Grace Hopper Celebration and have been featured in national media, including NBC Washington, iHeart Radio, and multiple industry podcasts. Outside of work, I am an avid global traveler who has visited numerous countries and territories with family and friends, am active in my faith, and frequently attend my family’s sporting events.
