Division Senior Corporate Counsel - South
As the Division General Counsel for the South, I oversee legal operations across Northern and Southern California, encompassing 17 hospitals, multiple medical foundations, clinics, and facilities. I serve as a trusted legal advisor and strategic business partner to the Division Chief Executive and senior leadership, guiding complex legal matters and organizational strategy. I lead and mentor a team of three attorneys, fostering professional growth and ensuring high-quality legal support.

Assistant Regional Counsel

Managed a large case load consisting of litigation and advice and counseling matters. Provided legal advice to HHS sub-agencies, predominately CMS and IHS. Managed the credentialing and peer review practice group for HHS OGC to advise IHS. Defended CMS’ adoption of CDPH’s findings of deficiencies at Skilled Nursing Facilities before the DAB. Represented CMS decisions relating to provider and supplier enrollment in Medicare before the DAB. Reviewed and advise CMS on Medicaid State Plan Amendments. Defended all employment disputes brought against sub-agencies before the EEOC; MSPB; and federal court. Advised sub-agencies on how to respond to subpoenas, involving HIPAA; Touhy; Privacy Rule; and FOIA analysis. Collaborated with various U.S. Attorney Offices to defend Agency actions, which includes preparing litigation assessments, drafting motions and discovery, attending mediations, and presenting oral arguments. Litigated TROs filed on behalf of CMS enforcement actions. Reviewed sub-agency deficiency findings against Head Start Program participants and provide legal advice. Prepared and draft bankruptcy claims and associated documents in federal bankruptcy court. Successfully first-chaired three hearings before the EEOC; DAB; and MSPB. Reviewed and supervised colleagues work before the EEOC and the DAB.

Started at the firm as a summer associate in 2013 and was hired as a prelitigation associate and was later promoted to a litigation associate in the firm's Southern California office in 2015. In this role, I prepared, analyzed and resolved cases involving healthcare reimbursement and insurance coverage issues. I represented major California acute care providers in state and federal civil actions, arbitrations, mediations, settlement negotiations and other reimbursement disputes between health plans and health care providers. Additionally, I managed the Third Party Litigation department where I negotiated settlements with personal injury firms on behalf of hospitals and engages in various Interpleader actions.
