Hold dual leadership appointments as Secretary for the global IEEE P3469™ Drafting Sub-Committee and Chair of the Sub-Committee for Fossil Fuel Emissions, steering the international standardization of E-Liability and Carbon Accounting. Executive Governance & Secretariat: Serve as the primary officer responsible for the formal drafting, documentation, and regulatory alignment of the P3469 standard. Managing global committee balloting and ensuring the framework meets IEEE-SA’s rigorous fiduciary and technical requirements. Financial Framework Design (Oil & Gas): Leading a global sub-committee to develop the first comprehensive schematic for the fossil fuel sector that translates physical carbon output into audit-grade, fiduciary financial data. Strategic Interoperability: Coordinating with international specialists to harmonize accounting schematics across Coal, Natural Gas, and Renewables to ensure cross-sector valuation accuracy and eliminate "greenwashing" risk. AUPP Technology Center (ATC) will be the new Innovation Center for nurturing novice entrepreneurs at the earliest stage of technological innovation, helping them transform their ideas into commercial products and form productive business ventures in Cambodia and abroad. ATC will be a technology-focused ecosystem builder aiming to help start-ups form collaborative and strategic partnerships with established corporates and government agencies. The ATC’s priority will be the development of digital technology projects and initiatives that contribute towards an inclusive digital transformation in Cambodia and prepare Cambodia’s workforce for the digital economy. ATC is partnering with leading technology companies and universities in Cambodia and other ASEAN countries, the US, China and Israel. Responsibilities: Set up a new Innovation Center with focus on encouraging entrepreneurship, innovation and job creation. Collaborate, partner with regional and global organizations including Venture Capital firms, Corporates innovation centers. Mentor start-ups in incubation and growth stage.
