As an IMS Roaming Engineer, I apply my extensive knowledge and experience in telecommunications and mobile networks (2G, 3G, 4G and IMS/VoLTE) to deliver high-quality network evaluation and optimization solutions for all interconnections of América Movil (AMX) Network in Mexico City (Telcel) and 16 Latin American countries (Claro). I use the EXFO Signaling Monitoring System that is based on Neptune Virtualized Signaling Probes and interconnected to the AMX Network (Telcel and 16 Claro) to monitor and discover Roaming Signaling lacks and failures when AMX is migrated its Roaming interconnections from the Syneverse Service Provider to its new Ribbon DSC System. My activities focus on monitoring AMX Roaming signaling through the interconnections Ribbon DSC and Syneverse, identifying lacks and failures in Roaming signaling, capacity and performance evaluation of the Roaming signaling network and its external interconnections, troubleshooting, optimization, develop Customer Reports, Operational Management of the EXFO Signaling System, Administration of the EXFO System, Training and Consulting to the AMX Engineering team.

• Switching Core IMS/VoLTE specialist, assigned to LTE Altan Redes project in Mexico. • Execute analysis, assessment and reporting of 3G/4G/LTE Network Capacity and Performance KPI. • Execute Network Performance Optimization based on KPI assessment and data collected analysis, network elements include MME, SGW, PGW, SAEGW, ENUM, NTAS, CSCF, SBC, MRF, OneMNP, OneNDS, OneEIR, HSS, DRA, PCRF, MSS, OMGW, SMSC, SMCGW and DNS. • Execute Network Performance monitoring identifying KPI deviations/degradations, helping to OAM and Support teams with KPI trend evolution analysis, metrics and data collected during troubleshooting. • Assuring Altan’s Core Network SLA agreements. • Validate NETCHART System Reports against Reports from counters, metrics and data collected using NetAct tool. • Support for engineering and planning activities. • Follow up meetings with customer to review Capacity and Performance status of the network weekly.

• Assigned to Telcel 4G LTE project in Mexico as Switching Core IMS/VoLTE specialist. Executed the analysis, assessment and reporting of Network Capacity and Performance KPIs for VoLTE CS Network, monitoring the network elements such as MTAS’ (MMTel), SBGs and CSCFs. Presented aggregated and detailed network report views, analyzed KPI trend evolution and triggered troubleshooting actions to maintain agreed SLA levels. • Created and updated Reports based in data collected by ENIQ system, delivered Reports to Ericsson’s Teams and Engineering and OAM Telcel Staffs daily, weekly, monthly, and quarterly. • Provided technical support to Telcel’s Engineering and OAM Staffs. • Led and executed Core Network Performance and Capacity Optimization as well as Brief Audit for Core Mobile Switching Systems. Both of them based on analysis of: KPIs, metrics, data collected, configuration, features, licenses utilization, traffic capacity, logs, node assessment. Identified bottlenecks, degradations, network performance and capacity issues. Network nodes included HSS, HLR, MSC-S, MSC BC, MGW. • Developed technical reports that included solutions and recommendations based on best practices to improve 2G/3G Networks performance, capacity, reliability, and quality of service. • Performed Baby Sitting and Day After activities over Core Network Elements such as MSC-S, MSC-S BC, HLR, MGw. Monitored on the Network Elements performance, capacity, signaling, utilization, health check, logs, and alarms. Reported Performance and Capacity KPIs and the Health check status. Identified bottlenecks, degradations, performance and capacity issues, and alarms, and started the failure scalation procedure when it was needed. • Executed Risk Analysis to find potential performance and capacity impacts. Identified new Sales opportunities. • 30 Projects delivered in Mexico, Latin American and Caribbean. Technical leader in several projects.

• Designed 2G and 3G Network solutions and architecture, through the high as well as low level design of architecture. Designs included Solutions for technology upgrade (software and hardware), new deployments, capacity expansions, new features, swapping/migration for Circuit Switch Core Network Elements such as MSC-Server, MSC BC and MGW. • Executed evaluations and validations of critical indicators and trends (traffic, subscribers, licenses, processor, memory, signaling, capacity, utilization, sizing, performance, network quality, reliability), also network forecast and traffic model on Network Elements MSC-Server, MSC BC and MGW. • Captured counters and generated a Network Traffic Model to get all the inputs requirements needed in the Information Gathering. • Created solution documents for each project including High Level Design (HLD), Detailed Level Design (LLD), configuration files (CCR), also capacity assessment reports for traffic, licenses, subscribers, processor, memory, signaling. • Delivered Designs to the Integration Team and provided them support for configuration and troubleshooting. • Executed Risk Analysis over MSC-Server, MSC BC, MGW to find and minimize potential impacts on project delivery. • Identified new Sales opportunities and Change Request. • 24 Projects delivered in Mexico, Latin American and Caribbean. • Managed and optimized the capacity and expansion E1 Maxcom's links towards operators and carriers for the exchange of voice traffic, as well as troubleshooted national and international calls failures. • Analyzed and reported the Network Capacity and Performance indicators (KPIs) for three Lucent 5ESS Digital Switch, one Nortel Softswitch CS 2000 and one Alcatel IMS 8690 OSP. • Planned and directed the implementation E1s Links expansions based on traffic usage trend and capacity analysis. • Optimized the call routing analysis resulting in improvements for call establishment time, call completion rate, voice quality, E1s utilization, Network performance. Routed the traffic based on cost policies and carrier prioritization options. • Performed COFETEL’s numbering series update on 5ESS switch’s B number and routing tables and troubleshooted. • Coordinated and implemented migration 700 E1s for Interconnection between Maxcom IMS and Telmex PSTN. • Managed Number Portability Solution process and participated in COFETEL´s technical group in 2008.

• Performed maintenance and troubleshooting to Ericsson GSM RBS 2106 and 2206 and multivendor microwave links in the City of Mexico, Pachuca Hidalgo, and Ciudad del Carmen Campeche. • Supervised 12 projects implementation of microwave links in the bands 7, 15 and 23 GHz and RBS GSM for new sites on Movistar Network in Sinaloa State. • Supervised civil works in 16 implementation projects for new sites on Movistar Network in Sinaloa State.

• Directed and managed Operation and Maintenance OAM activities of one Ericsson AXE Telephone Exchange, and a VoIP Network implemented with Cisco and Arelnet equipment. • Developed and directed Switching area also an OAM team of +20 people supporting 24x7 operations. • Implemented and provided technical support to OAM and NOC teams, Customers, Operators and Carriers. • Developed and implemented operational procedures and, Escalation and Contingency Plan. • Developed and Implemented routines for voice traffic routing, monitoring, call tracing, and troubleshooting. • Implemented analysis and reporting Network indicators for service quality, performance, reliability, infrastructure utilization, route congestion. • Validated and implemented ISUP Signaling interconnection with Mexican operators. • Managed the Transmission interconnections: own, operators, carriers, privates. • Managed site facilities and the maintenance routines for the Generator, Conditioned Air System, Power Plant, Bank of Batteries, UPS, Fire System.

• • Directed and managed Network Modernization projects where ARF and AGF Analogical Telephone Exchanges were migrated to new AXE Ericsson and 5ESS AT&T Digital Telephone Exchanges in Telmex Network (PSTN). • Led, coordinated, and executed the installation, commissioning, test acceptance and troubleshooting on AXE and 5ESS Digital Telephone Exchange including all subsystems and functionalities such as APZ Processor, IOG-11, AM, CM, SM, Digital Group Switch, Trunk and Signalling, Traffic and Numbering, Charging, Network Synchronization, Subscriber Services, Local and Remote Subscriber Stage, Operation and Maintenance, Statistics, Supervisions. • Led, provided support, and trained to own team on AXE Digital Exchange test acceptance and troubleshooting. • Developed hands-on experience in 5ESS Digital Telephone Exchange testing, operation, and troubleshooting. • Managed technical and material resources. Tracked activities and reported to Telmex Staff weekly. • Accepted and supervised installations to: Power Plant, Digital Distribution Frame DDF, and Transmission Systems. • Implemented and delivered 17 new Digital Telephone Exchanges, added up 130,000+ Digital Subscribers to Telmex PSTN.

• Implemented 11 Ericsson’s AXE Digital Telephone Exchange expansion projects on Telmex Network (PSTN). • Performed the installation, data transcript DT, commissioning, acceptance testing, delivery and troubleshooting of AXE Digital Telephone Exchanges including subsystems and functionalities such as APZ Processor, IOG-11, Group Digital Switch, Trunk and Signalling, Traffic and Numbering, Charging, Network Synchronization, Subscriber Services, Subscriber Local and Remote Stages, Operation and Maintenance, Statistics, Supervisions. • Led the Integration team in several projects, including multicultural teams. • Managed technical and material resources.
