Primary planner for theater Non-Combatant Evacuation Operations and theater Detainee Operations. Responsible for coordinating the security and protection requirements of U.S. governmental secretary and cabinet level visitors to the Republic of Korea. Maintain liaison with Republic of Korea National Police Agency and Republic of Korea Joint Chiefs of Staff Military Police Division.

Orchestrated a full range of security activities from safeguarding staff and equipment to gathering sensitive information for executive-level decision makers.

Operations Officer for the Provost Marshal Protection Directorate. Responsible for insuring compliance among Army Commands with anti-terrorism/force protection guidance during times of peace, crisis and operational exercises. Responsible for issuing guidance and coordinating messages to commands. Provide advice and guidance to senior military and civilian executives on policy issues involving force protections. Supervise operational activities within the directorate.Provide advice and guidance to senior military and civilian executives on planning and policy issues involving complex security issues involving military forces within North America, Canada and Mexico. -- Advise the Director and Deputy Director on daily protection requirements effecting the posture of current assets based on current intelligence estimates and summaries.

Exercised full delegated authority in planning, organizing, supervising, and coordinating all activities pertaining to law enforcement, security and physical security operations. Developed and implemented policies and procedures related to the management of operations. Assumed the duties of both the Director and Deputy Director of Emergency Services in their absence. Liaised with various Federal and State governmental agencies consulting on cases addressing problematic law enforcement issues. ♦ Supervised the law enforcement response and investigations for over 3,500 cases including crimes, traffic accidents, traffic crimes and game enforcement for both State and Federal law and regulatory violations. ♦ Supervised the physical security sections active vehicle barrier completion project valued at 2.5 million dollars, providing enhanced anti-terrorism and security measures at five access gates.

Responsible for ensuring the readiness of all staff sections and facilities for the Combined Joint Inter- Agency Task Force (CJIATF) 435 in time of war. Prioritized unit resources to include time, equipment, money, and facilities. Functioned as the primary logistics officer accountable for all property assigned to CJIATF valued in excess of $2.5 million. Developed, implemented, supervised, and executed anti-terrorism force protection plans and projects to protect personnel and property. Coordinated force protection measures for Camp Phoenix and United States Forces Afghanistan in support of Detention Operations. ♦ Supervised, planned and executed 10 construction projects valued in excess of $2 million dollars to include anti-terrorism/force protection and VIP living quarters projects. ♦ Supervised, planned and executed executive protection missions to provide security for the Supreme Allied Commander, Europe and the US Forces Commander, Afghanistan.

Responsible for providing staff oversight for Congressional and Department of the Army correspondence. Maintained staffing to included assignments of personnel, reassignments, reorganization, recruitment, and the advertisement of vacancies. Counseled, evaluated, and mentored staff. ♦ Developed, implemented and executed a re-organization plan for space and human capital management in under three months. Under this new organization, maintained staffing levels at 99, thus improving efficiency of the organization. ♦ Developed and executed a plan to convert 25+ years of historical documents into electronic format. This resulted in the streamlining of operations within the organization, allowed additional work space to be created, thus improving employee morale and created efficiencies. Reduced supply costs by over 30%.

Coordinated world-wide Department of the Army activities in support of the Army National Guard in crisis situations under the Director of Army Operations. Implemented all relative decisions of the Senior Army Leadership and supported the Army in meeting all Federal requirements. Exchanged information with other agencies and coordinated with the Senior Staff of the Army and the Senior Staff of the Army National Guard during a crisis. Coordinated crisis center actions by monitoring and updating operations security information for the National Guard border mission, natural disasters, airport security, and other support to civil authorities that required Army National Guard support. ♦ Recognized by the Secretary of the Army for expertise in law enforcement and being able to assimilate crisis actions and domestic support initiatives by positively influencing the decision making process of the crisis action team.

Hand selected to establish a police organization with an authorization of 182 individuals within a one year period to deploy to Iraq with the purpose of Coaching, Mentoring, Training, and Equipping Iraqi police on all aspects of policing from investigations to detention operations. Responsible for providing police support, force protection, risk management, risk assessment, and access control to external organizations and Iraqi police. Responsible for the training, health, and welfare of all individuals within the organization. Counseled, evaluated, and mentored staff. ♦ Supervised, planned, directed and conducted over 2,500 combat missions over the course of 12 months, while maintaining an equipment inventory in excess of $15 million dollars with no losses. ♦ Trained over 2,100 Iraqi police officers, in 3 police districts, at 9 police stations, 2 patrol stations and 2 traffic stations, in the use of force, on weapons, patrol techniques, risk management, force protection, intelligence gathering, investigations and detention operations.

Responsible for enforcing Federal, State, County and City laws and ordinances in assigned areas of responsibility. Conducted patrols to deter criminal activities and to catch violators in the act of conducting crimes against individuals and property. Responded to emergency calls and investigated incidents such as: accidents, robberies, civil disturbances, domestic disputes, fights, drunkenness, missing children, prowlers, and abuse of drugs. Interrogated suspects, witnesses and drivers. Preserved, analyzed and evaluated evidence and arrested offenders. Prepared reports and records including officer’s daily log, reports of investigation, field interrogation reports, alcohol reports, traffic accident reports and other reports as necessary. ♦ Discovered and investigated the highest number of stolen vehicles within a one month period within the squad. ♦ Recognized by member of the community for the positive changes made within their area through community policing efforts.

Managed the daily operations and made executive decisions in the absence of the director for an organization of over 100 individuals. Supervised daily operations, organizational supply accountability, and maintenance operations for more than 40 vehicles, including topographic equipment. Conducted short-term and long-term planning. ♦ Accurately forecasted and accounted for ammunition accounts in excess of $750 thousand dollars. ♦ Planned and provided oversight on the implementation of an automated training system greatly enhancing the ability of the organization to accomplish its mission by creating efficiency and eliminating redundancy.

Responsible for the training management, health, welfare, and morale of all individuals assigned to the team. Developed, implemented, and executed missions to support the organizations on the Demilitarized Zone between North and South Korea. Trained Republic of Korea Soldiers on security and the use of weapons systems. Implemented and executed organizational policies and procedures. ♦ Hand selected to by the director to supervise, plan, implement and emplace minefields with South Korean military organizations. ♦ Recognized by senior leaders for developing and conducting quarterly training with South Korean Soldiers to enhance their individual and organization skills greatly increasing their skills.

ILE consists of two components, the Command and General Staff Officer Course (CGSOC) Common Core Course, and the Advanced Operations and Warfighting Course which is the credentialing course for field grade officers in the operational Army. Students complete these courses in an experiential learning environment which yields adaptive, self-aware, field-grade leaders of character and competence who are capable of shaping the joint operational environment.
