Provided both leadership & guidance throughout the project life cycle to ensure prompt client reimbursement of well over 25 million dollars by FEMA for over 20 large scale projects throughout the USA & territories. Successful project management processes and procedures development including operations, training, inventory accountability, GIS, logistics, data integrity, & data reconciliation. Created innovative GIS applications such as real time data visualization and collaboration including client views and queries, field location observations, & route tracking each tailored for specific client needs.

Contributions: Supervision of the development of emergency response training exercises. Creation of realistic scenarios in order to simulate an emergency response tailored to fit the client’s needs and meet federal regulations. Provide oversight of mandated training programs to ensure preparedness training is in compliance with regulatory requirements and established standards. Facilitate training exercises for clients. Develop compliance strategies and implementation plans. Adapt emergency response plans according to changing regulations. Provide thorough documentation of training for federal reporting purposes. Interface with government regulators to develop lines of communication prior to and after an emergency situation.

Contributions: Developed robust tactical plans to provide a comprehensive, preplanned spill response guide, with adequate information to respond quickly and effectively to an incident specific to a product and geographic area. Field site visits resulted in development of protection, recovery, staging, and command post locations with accessibility options and containment strategies specific to each location and product type, such as booming or underflow dams. Specific equipment needs to complete strategies such as vacuum trucks, boom and skimmers were also generated. Seasonal fluctuations, such as water flow variances and icing, resources at risk, and migratory animal patterns were noted by conversing with local residents. By developing new programs and strategies to improve the plan writing process I was recognized as significantly reducing the time to complete plans, while greatly improving the overall quality of tactical plans. The Response Group now generates higher volumes and more robust plans for clients while utilizing fewer personnel directly due to my improvements.

* Served as project manager for debris operations resulting from hurricane Florence. Accountable for all aspects of the project which included 7 temporary disposal sites over 1M CY of debris collection and over 150 employees. * Development and implementation of GIS products providing real time response awareness across staff and public. * Streamlined successful FEMA validation process resulting in prompt client reimbursement from FEMA.

Developed more efficient and innovative methods to conduct business, resulting in an increase in productivity alongside a decrease in staffing requirements.
