• Represent the interests of the mobile industry, uniting more than 750 mobile operators and 400 companies from the broader mobile ecosystem, to governments, regulators and international organisations worldwide • Advise the Director General, the GSMA Board and C-level executives of mobile operators on mobile policy trends, identifying business risks and opportunities • Lead a strong and diverse global team of more than 200 talented people across six continents • Built partnerships with the World Bank, UN agencies and the World Economic Forum to leverage mobile technology to respond to crises and expand digital and financial inclusion • Bring together – through the GSMA Mobile for Development Foundation – mobile operators, innovators and the development community to deliver sustainable digital solutions to empower the underserved and advance mobile leadership on ethical and environmental issues • Host the annual Ministerial Programme at Mobile World Congress, bringing together more than 180 delegations from countries and international organizations around the world

• Led all mobile policy advocacy, with a focus on securing access to critical spectrum resources, promoting best practice in regulation and expanding digital inclusion globally • Implemented a new work stream targeting the impact of mobile-specific taxation on affordability and economic growth, engaging key stakeholders such as the World Bank

• Launched a successful global campaign to secure additional spectrum, through the international treaty process, to meet the growing demand from consumers and businesses for mobile data • Drove wide-scale adoption of a harmonized plan for the release of new spectrum to improve mobile broadband coverage, reducing equipment costs through economies of scale • Managed a globally dispersed team of 20 professionals with diverse backgrounds and expertise. • Secured a partnership with governments in Southern Africa to cooperate on accelerating mobile broadband access.

• Provided legal, strategic and policy support to the Commissioner on all major agency actions, including the development and implementation of the National Broadband Plan. • Oversaw all operational aspects of the office (e.g., budget, personnel, work assignments). • Interacted with key Congressional staff on communications legislation and policy issues. • Developed media messages and delivered them to national and trade press outlets. • Designated by the Chairman to lead coordination with senior government officials and the agency’s on-the-ground earthquake response team on the state of Haiti’s communications infrastructure.

• Advised the Chairman on policy issues related to the provision of international services, the authorization of satellite systems and the negotiating strategy with Canada and Mexico for wireless services operating along the border. • Managed a 140-person organization, made up of a multidisciplinary team of attorneys, engineers, economists and support staff, with an annual budget in excess of $20 million. • Represented the FCC in meetings with high-ranking representatives of government and industry from countries in the Americas, Europe, the Middle East, Asia and Africa. • Reduced the backlog of pending satellite space station applications to record low levels. • Led the successful coordination of all U.S. digital television stations along the U.S.-Canada and U.S.-Mexico borders prior to the analog-to-digital transition deadline.

• Served as the Commissioner’s advisor on spectrum and international issues through completion of his confirmation for a second term by the U.S. Senate. • Negotiated the development of rules for the multi-billion dollar advanced wireless services auction, the assignment of mobile satellite spectrum and the enforcement of Enhanced 911 requirements. • Handled outreach to industry, the public safety community and consumer advocates.

• Directed FCC engagement in international and regional organizations (e.g., ITU, OECD, CEPT, APEC, OAS/CITEL), in regulator-to-regulator discussions and in cross-border negotiations. • Led FCC team at numerous international meetings, including successful negotiations at the World Radiocommunication Conference-2003 that achieved a global allocation of 5 gigahertz spectrum for unlicensed use. • Prepared the Chairman and Commissioners for meetings with foreign officials.

• Developed strategy for FCC participation in the International Telecommunication Union (ITU), a specialized agency of the United Nations responsible for communications. • Served as Deputy Head of the U.S. Delegation to the quadrennial ITU Plenipotentiary Conference. • Built consensus positions with the State Department and other government agencies on a range of technology issues, consistent with FCC regulations and U.S. foreign, commercial and security policies.

• Led the development of policy positions for the World Radiocommunication Conference-2000 negotiations, including those related to the identification of additional spectrum for mobile services, which ultimately resulted in the $13.9 billion AWS spectrum auction in 2006. • Advanced U.S. positions on spectrum and communications issues at bilateral and regional meetings with other governments ahead of multilateral negotiations.

• Authored the Benchmarks Order (1997) to reform the settlement system for international traffic and reduce international calling prices for U.S. consumers. • Represented the FCC on settlement reform and Internet-related issues in international negotiations.

• Implemented the accounting safeguard provisions of the Telecommunications Act of 1996 related to Bell Operating Company entry into new service markets. • Advised the FCC on legal issues arising from audits of Bell Operating Companies and their affiliates.
