Served as National Reconnaissance Office integree working directly within the National Security Agency in support of its space-based Signals Intelligence (SIGINT) collection mission. As deputy chief for multi-service/multi-agency/multi-national team, led planning and development of national SIGINT collection strategies, R&D priorities and investment planning for national space-based intelligence infrasructure. Worked directly with allied intelligence representatives to evaluate and prioritize multi-national intelligence requirements and maximize the use of national resources.

Served as National Reconnaissance Office integree working directly within the National Security Agency's National Security Operations Center (NSOC) to direct 24/7 space-based Signals Intelligence (SIGINT) collection operations. Executed national tasking authority for national assets in response to national-level, intelligence agencies, and combatant commands’ intelligence requirements. Supervised and trained 15 civilian and military personnel across five operational teams.

As the Senior Intelligence Officer for the 43d Airlift Wing, served as functional manager for all wing intelligence assets and personnel and directed operational intelligence support for wing commander, senior leadership and three flying squadrons. Established tactics, techniques and procedures for peacetime and contingency support. Programmed automated intelligence systems and secure communications requirements and managed wing’s secure computer and communication budget. Deployed as Senior Intelligence Officer with the 320 AEW supporting Operation ENDURING FREEDOM.

Serves as intelligence expert and adviser for Cyber and Joint Special Technical Operations (STO) for the Office of the Under Secretary of Defense for Intelligence (OUSDI) Deputy Directorate for Warfighter Support. Develops and integrates intelligence policy, programs, plans and activities supporting global operations, planning, strategy and policy. Represents OUSDI to inter-agency working groups and committees. Provides expert support to OUSDI leaders to articulate cyber threats, trends, and adversaries and their motivations, intentions, tactics, techniques, procedures and tools. Leverages expert knowledge in roles and functions of inter-agency processes, the DoD Unified Command Structure, the Intelligence Community, and combat support agencies to inform OUSDI leadership decisions and positions and provide strategic advice and recommendations for Cyber and STO policy, operations, and technical capabilities.

As Division Chief, leads 15 military and civilian personnel to provide intelligence collection, analysis, and planning support to the Chairman of the Joint Chiefs of Staff and the Directors for Operations and Intelligence. Oversees diverse set of portfolios, including Intelligence, Surveillance, and Reconnaissance, nuclear operations planning, global conventional operations planning and execution, Counterterrorism, Homeland Defense, and Cyberspace, Information & Special Technical Operations. Directs deliberate and crisis planning efforts in coordination with combatant commands, Joint Staff, and interagency in response to decisions and priorities from the Office of the Secretary of Defense and the National Security Staff.

Led Directorate integration with and support to worldwide Department of Defense Cyberspace, Information and Special Technical Operations and strategy and policy development. Synchronized Defense Intelligence Agency support to the Undersecretary of Defense for Intelligence and Joint Staff Deputy Directors for Global Operations, Deliberate Planning, and Trans-Regional Policy. Sole officer responsible for all of Directorate's oversight, review and recommendations in support of sensitive Special Technical Operations and Special Access Program plans and operations worldwide. Served as primary advisor to the Director of Intelligence on highly sensitive cyber operations and provided executive recommendations for Cyber, STO, and IO operations, planning, budget, priorities, research and development, and workforce decisions.

As Deputy Director of Intelligence for a 2,0000 person Joint Task Force, led 250 person intelligence staff conducting Human Intelligence operations and intelligence support to task force detainee operations. Oversaw execution of $40M government support contract to ensure 100 percent delivery of contract resource requirements for a multi-functional team of linguists, analysts, and information technology support staff.

Led 10-person staff to integrate National Security Agency (NSA) Cryptologic and Cyberspace capabilities into Department of Defense exercises, training, and experimentation while concurrently serving as US Cyber Command liaison officer to US Joint Forces Command. Directed plans and requirements management for the Joint Cryptologic Mission Simulation Program Management Office and integrated national-level Signals Intelligence (SIGINT) Modeling and Simulation into Joint Event Life Cycle planning for exercises. Assisted the execution of Cyber-related experimentation and identified NSA capabilities requirements in support of military and concept and doctrine design and as required by the National Military Strategy for Cyberspace Operations Implementation Plan.

Collaborated with Director to guide 300 personnel executing a $9B information technology and intelligence development portfolio. Managed 20 staff personnel tasked with human resource actions, strategic planning, public affairs, and budget management.

Serving in forward-deployed Information Warfare Flight, led offensive information operations planning and integration for Seventh Air Force in suport US Forces Korea and US Combined Forces Command in South Korea. Supervised the integration and management of highly sensitive Special Access Prgoram capabilities for planning and exercises. Part of initial leadership cadre to stand up, equip, and train the first such unit in Korea and ensure its fully operational capability within one year.

Served as regional political-military analyst overseeing intelligence production for six Central American and seven South American nations. Provided intelligence support for US personnel deploying near the Guatemalan conflict zone for Exercise FUERTES CAMINOS ’95. Ensured direct intelligence support and collection management assistance to the on-site commander of US forces deployed to the Peru-Ecuador border area as part of the Military Observer Mission Peru-Ecuador (MOMEP). Served as the intelligence representative for the command’s working group on Freedom of Navigation Issues in Peruvian-claimed waters.

Served at US Embassy, Quito, Ecuador, under operational control of DEA Quito in collection management and analytical cell supporting country team counternarcotics efforts. Coordinated directly with Ecuadorian military and National Police officers for training and information sharing.

Spearheaded strategy development of cross-domain technology for the Department of Defense Intelligence Information System (DoDIIS) Cross-Domain Management Office (DCDMO). Supervised 30 personnel researching technical solutions and building implementation strategies. Directed development and execution of cross-domain transformation and sustainment plans for 28 programs valued at $21 million. Managed database development, solution end-of-life recommendations, investment planning, and policy changes.

Planned, supported, and translated (Spanish) for university's 2006 Latin American Intelligence Leaders Forum, hosting senior civilian and military intelligence leaders from throughout Latin America. Also supported the drafting, editing and publishing the proceedings from the conference. Completed classified thesis on national intelligence priorities in Latin America and presented findings to Joint Staff J5."]
