Established and implemented proper management processes to support the employment of NATO and national forces under Joint Force Command Naples authority and control. - Directed facility and IT systems activation to support the transfer of command & control functions from US-led Libyan operation to NATO’s Joint Force Command Naples within 7 days with no mission degradation. - Determined value-added activities critical for Supreme Headquarters, Allied Powers Europe’s organizational restructuring efforts. Led a 5 person branch which provided Human Resources, Workforce Planning and Development, and Training and Career Progression policies for more than 140K USAF aircraft maintenance personnel. - Reduced more than 5K non-value added manpower positions by improving process efficiencies. - Led continued development of electronic training records for maintenance personnel that virtually eliminated the need for paper training records and reduced documentation errors as well as enhanced ease-of-use.

Led a 7 person branch of active duty and civilian personnel to develop policy for the Air Force maintenance workforce consisting of 3,200 officers, 138,000 enlisted, and 43,000 civilians in 75 different specialties. Managed over 30 different Air Force Instructions and technical orders. - Air Force point of contact for all maintenance strategic sourcing, environmental, airworthiness and corrosion prevention policies. Served as the Air Force functional lead for aircraft maintenance deployment concepts as well as tactics, techniques and procedures. - Revised and delivered aircraft maintenance policy and guidance for workforce of more than 140K people in 75 different career specialties. - Identified key requirements, best practices, processes, and procedures. Collaborated with team of Air Force functional experts to produce policy and documentation for aircraft maintenance and logistics management.

Advised the Assistant Secretary of the Air Force (Installations, Environment & Logistics) on policies regarding logistics readiness and weapon system sustainment support. Developed depot legislation strategy and oversaw crafting, staffing and coordination with Legislative Liaison. Managed depot maintenance strategy and master plan workforce, metrics, process, and infrastructure initiatives. - Developed budget procedures to accurately monitor expenditure of $150M of depot recapitalization money. - Drafted and published strategic guidance for product support and aircraft maintenance policies governing aircraft maintenance organizations and activities to achieve system-wide improvements.

Directed 500 personnel and managed maintenance programs for C-130 aircraft. Evaluated employee performance, administered disciplinary actions, directed facility management, personnel training, and developed and controlled a $500K annual operating budget to support 24/7 operations. - Achieved the C-130 highest mission-capable rate among entire Air Mobility Command for 2003. - Delivered a 99.2% overall quality compliance rate; recognized as “best seen to date” in 2003 by Air Mobility Command.

Served as an aircraft maintenance officer in various leadership roles to include the Officer In Charge of an Aircraft Maintenance Unit, a Maintenance Supervisor, and a Squadron Maintenance Officer for the F-117A and U-2 aircraft. - Partnered with the F-117A System Program Office to develop logistics support plans for diminishing manufacturing sources, configuration management, and time compliance technical order processes. - Organized and led a logistics audit of deficiencies within the C-21A aircraft program, collaborated with the support contractor to develop and implement solutions to correct areas of non-compliance.
