Serves as a U.S National Transportation Safety Board (NTSB) Senior Aviation Accident Investigator-in-Charge (domestic accidents) and U.S Accredited Representative (international accidents). For domestic events, serves as project manager engaged in leading the project team consisting of NTSB specialists (Group Chairmen) and aviation industry representatives from the FAA, the airline, the airframe and engine manufacturer, pilot, mechanics and flight attendant unions, etc., in the investigation of major (Air Carrier) aviation accidents and incidents. Manages the investigative and support team to develop factual and analysis reports, and deliver public presentations of comprehensive narrative aviation accident reports that address complex and significant safety issues containing national and international recommendations aimed at preventing accidents and incidents to the NTSB Board Members. Activities also include leading a team in the study of complex aviation issues, and involves working with subject matter experts to develop safety recommendation proposals aimed at addressing complex technical aviation problems. Manages project staff (NTSB and investigative party representatives) in preparation for forums, conferences and public hearings in support of major air carrier accident investigations, or to highlight aviation issues. For foreign aviation accidents, serves as the U.S Accredited Representative leading U.S investigators (Technical Advisors to the U.S Accredited Representative) overseas, in support of such investigations which are led by foreign aviation authorities.

As an active duty Coast Guard Officer, engaged in system integration and support activities for maritime navigation safety related Management Information System (MIS), aids to navigation and radar electronics systems located at remote sensor sites.

Operations Officer and Navigator of 210-foot USCGC Diligence. Managed 16 person department included operations and planning, intelligence, drug interdiction, combat and tactics, gunnery, law enforcement, navigation, communications and electronics divisions. Helped to established precommissioning organization and managed operational activities necessary to bring a 66 million dollar ship on line from the bare unpainted hull (without engines, wiring, equipment and people) through formal commissioning ceremony. Wrote operational specifications and policies, trained crew and procured equipment and supplies. Ran day-to-day operations, and responsible to the Captain for planning, operations and training, as well as for the safe navigation of the same multi-missioned Coast Guard cutter operating in the North Atlantic, the Caribbean Sea and the Gulf of Mexico. Managed ship's search and rescue (SAR) efforts... responded to various persons and vessels in distress, and inspecting various ships and fishing vessels to ensure compliance with federal law and safety regulations. Helicopter Control Officer for embarked HH-65 Dolphin helicopter employed in Law Enforcement and Search and Rescue missions. Controlled flight operations for the Captain and planned missions in cooperation with the helicopter pilots. Maintained operational control of the flight deck, as well as control of the helicopter during approach, landing and departure. Managed the Flight Operations Department that kept an operational plot, radio communications and flight following of the helicopter when outside of approach and departure control.

As an active duty U.S Coast Guard Officer, managed engineering section engaged in oversight and management of Omega, Loran-C, Radiobeacons, and civil Global Positioning System (GPS and differential GPS) issues.

Navigator, shipdriver (deck watch and conning officer) of 231-foot hydrographic survey ship. Managed electronics department which provided electronic support for all hydrographic survey activities. Managed nautical chart field survey section engaged in charting South East Alaska and the Southern Alaska Peninsula. Activities included the recovery of benchmarks in the coastal areas and brush in remote areas of Alaska, and the geodetic verification of their correct geographic position. The calibration, transportation and placement and maintenance of Miniranger transponders on the remote sites to accurately position the survey boats conducting hydrography prior to the general acceptance and availability of the Global Positioning System (GPS). Constructed and maintained the tide stations used to establish tidal reference datum for charting operations. Hydrographic launch officer for a 65 foot launch engaged in gathering sounding data. In the case of unusual sounding anomalies, worked with the divers to verify soundings. Processed the chart data to close out the boat sheets which are sent from the field to the hydrographic office to produce hydrographic charts for mariners. Wrote entries to the US Coast Pilot describing the navigational environment and currents ships will encounter for areas surveyed.

As NOAA Corps Officer, served a land tour as engineer and Contracting Officer's Technical Representative (COTR) for multi-million dollar satellite ground system upgrade of GOES/Polar Orbital Command and Data Acquisition facility at Wallops Island, Virginia and Suitland, Maryland facility. Wrote Statements of Work and specifications, participated in several design reviews and performed day-to-day coordination/ project management activities to upgrade satellite ground support systems.

As NOAA Commissioned Corps Officer served as shipdriver (Conning and deck watch officer), responsible to the Captain for the safe navigation of ship. Managed operational activities of the "at sea" and in port watch for multi million dollar oceanographic research ship. Supervised electronics department and responsible for all electronics activities in support of oceanographic research projects such as investigations of EL Nino, plate tectonics of deep ocean spreading centers, equatorial climate/circulation studies, and studies of the earth's magnetic field. Project engineer for the installation of the Inmarsat communications system aboard ship. Also served as the ship’s hull board representative to resolve shipyard engineering issues related to ship rehabilitation efforts. Managed the progressive removal and disposition of asbestos from the ship in accordance to OSHA regulations and wrote safety lessons learned for the NOAA fleet regarding asbestos aboard NOAA vessels.

Project engineer engaged in integration and test of strategic systems subsystem trainers for crewmember training for Trident submarine program for US Navy. Wrote computer application programs in Fortran, system performance specifications and test procedures to support system development/integration efforts. Interacted with crewmembers to better define user requirements. Developed and wrote test procedures for Trident Submarine's Electrostatically Supported Gyro Navigator. (ESGN) and Monitor.

Project engineer on US Air Force (PERSCO), US Navy (SNAP) and US Army (DAS-3) mobile computer systems Assisted in design, testing and evaluation of signal processing and interfacing circuitry for integration of DOD wide mobile computer systems. Trouble shot and assisted in resolving various frequency converter and other power conversion and distribution related problems. Wrote test procedures, tech and training manuals for technician and crewmember use. Conducted various system preacceptance tests such as "hot staging" of initial system layouts, "burn in" of equipment, as well as EMI/EMC and power studies.
