About
In my legal and consulting work, I assist clients in solving a range of problems, or avoiding the creation of problems. Having served as the Connecticut Commissioner of Consumer Protection (2006-2011), Chairman of the Liquor Control Commission (2006-2011) and a member of the Wallingford Town Council for 16 years (1996-2011), I know and understand the workings of government firsthand and apply my experience and insight to the issues my clients have. Very often, my assistance is sought in matters involving liquor licenses. I assist clients in drafting liquor license applications and meeting all the various technicalities in obtaining a license. Client also ask me a range of legal questions involving trade practices within the liquor industry. I also represent clients in compliance meetings and formal hearings before the Liquor Control Commission. My legal practice also involves representation of clients before Planning and Zoning Commissions, Zoning Boards of Appeal, and other land use boards. In my thirty-two years of legal practice, I have also done thousands of real estate closings and worked with many realtors and lenders to assist clients. I also have a background in elder law issues and am often called upon to assist older clients in "elder planning" issues.

For 16 years, I served as a member of my town's Legislative body. Numerous issues came before the Council, including those dealing with the town Municipal Electric Utility.

Commissioner of Consumer Protection
Led the Connecticut Department of Consumer Protection to become a leader in food safety, toy safety, drug control, and liquor control regulation. The Department is a $63 million agency with 140 staff members, handling 50,000 complaints annually and licensing in dozens of different occupational and professional categories almost 300,000 individuals.

Chairman, Connecticut Liquor Control Commission
As Chairman, I directed the regulation of the sale of alcohol in the State of Connecticut, which includes almost 8,000 licensees. The regulation of liquor is like no other area of the law, in that the regulation of liquor has been the subject of two federal constitutional amendments. The statutes and regulations governing liquor in the State of Connecticut are complex and difficult to navigate.

As the nominee for Secretary of the State, I traveled Connecticut meeting a wide variety of people - citizens, business and civic leaders, and anyone who I could interest in why the functions of the office of Secretary of the State are important.

The enactment of an amendment to the Connecticut State Constitution created the Connecticut State Marshal Commission. During those formative days of the Commission, the focus was on implementing the constitutional amendment, reviewing the status of existing marshals, appointing new marshals, and providing licensing and disciplinary standards.
