- Conduct and monitor the assigned projects market research, analysis and trend projection. - Develop a sourcing strategy for the assigned Projects to ensure a consistent supply of the quality products at the best pricing and guard against potential supply issues/risks. - Manages all supply contracts and establish a contingency plan for core products. - Facilitates new product rollouts or changes in timely manner. - Prepares reports and required documents for process improvement initiatives and cost saving projects. - Analyses spend data and create deliverables for the required projects. - Oversees and supervises the team of Projects Category sourcing officers and operation buyers. - Approval of RFQ and Purchase Orders. - Monitors turnaround time from purchase request to purchase orders.

• Manage a team of 8 individual contributor which includes procurement administrator, coordinators, and buyers. • Assist in overall direction, coordination, and evaluation of procurement for Filinvest properties. • Responsible in assigning and in monitoring purchase request by end users. • Assist in sourcing and accrediting vendors. • Ensures processing, issuance of Purchase Orders and timely deliveries are carried out. • Implement procurement strategies to maintain security of supply and optimum value for money. • Assist the Corporate Procurement Manager in setting policies and guidelines for delivering commercial and cost-effective procurement processes. • Develop key relationships with strategic supply partners to improve business. • Analyze market and delivery trends to develop processes and strategies to support those trends.

• Participates in the development of specifications for equipment, product or substitute materials. • Responsible for the execution and monitoring of all regular purchasing procedure. • Oversees the purchasing department, its purchases, coordination with suppliers and overall operations. • Process, evaluates and release approved purchase orders and service agreements/contracts to suppliers. • Source, negotiate and select the best purchase package option in terms of quality, price, terms, and delivery. • Seek and build good relationship with reliable vendors and suppliers. • Develop effective negotiation strategies and close deals with optimal term. • Ensure timely communication within the department, company and other stakeholders. • Forecast procurement need and review purchase request. • Demonstrate leadership skills and develop new employees. • Consolidates and reviews quotations prior to purchase. • Perform cost and scenario analysis and benchmarking. • Develops and implements process of purchasing

• Sourcing of third-party services until contract execution for selected partners. • Assess, evaluate, and release approved purchase orders and service agreements/contracts to suppliers. • Facilitate purchasing transaction activities such as bidding, RFQ and RFP ensuring that company purchasing controls are in place and compliant with corporate policies. • Validate purchase orders and service agreements, review and correct all confirmations to decrease service errors. • Review service agreements, contract terms and conditions.

• Maintain Complete updated purchasing records/data and pricing in the system. • Develop lead, execute procurement strategies. • Responsible for the preparation and process of purchase orders and documents in accordance with the company’s policies and procedures.

• Supplier Accreditation and Management • Execution and monitoring of purchasing duties. • Coordinate with suppliers to ensure on-time delivery. • Source, negotiate and select the best purchase package in terms of quality, price, terms, deliveries, and service with suppliers.

• Manages 2 buyers and 1 assistant buyer. • Facilitates sourcing, bidding, negotiation and awarding of store construction, maintenance, marketing collaterals, events. • Manages supplier nontrade purchase agreement and 3rd party contracts.

• Create and track contractors, suppliers, and service provider’s performance. • Facilitates bidding process and awarding of store construction. • Determine methods to mitigate company spending e.g., store construction, maintenance, purchases. • Apply value, re-engineering and 4 step process discipline where opportunity arises.

• Development and sourcing out new suppliers that would cater to high quality supplies with competitive price • Facilitate, award and secure contracts for subcontractors. • Negotiate, award and procure indirect local items and imported items • Spearheads in expediting top critical indirect local and imported items

• Maintain and track material and supply levels communicating with Division Managers utilizing Demand Planning Tools. • Execute DPS planning tool including PO execution coupled with coordinating and resolving material constraints which would impact production, customer fill rates, and inventory exposure. • Manage supply issues, including lead time development, on-time shipping performance, and logistics lead times to support rate objectives.
