I am currently on educational leave from MOE to persue a PhD degree in international climate change policy at ANU in Canberra, Australia. Before coming to ANU and while working at MOE, I have delt with the development of 'The Comprehensive Implementation Scheme for Climate Change Mitigation & Adaptation' and 'The 4th Comprehensive Plan for Climate Change', and participated in minsterial meetings of UNFCCC COP12 as a memeber of Korean delegation. Also, I have proposed and led the amendment of 'Clean Air Conservation Act' and 'Special Act on Metropolitan Air Quality Improvement', proposed to revise NOx & PM emission standard on motor vehicles, and managed a $7.6 million fund for facilitating the distribution of environment-friendly vehicles such as Hybrid-Electric Vehicle. Earlier, I have participated in establishing a plan for introducing Environment Tax and reforming Environmental Charges in Korea.

My research topic is “Cross-country variation in mitigation costs of climate change: a multiple methodological approaches”. My study mainly focuses on comparing mitigation costs of climate change (not the damage cost) particularly between developing and developed countries, and explores why and to what extent mitigation costs differ across regions and economic models. Also, I investigates the equity implications of regional cost distribution, and the effects of international financing on the cost distribution. The research ultimately seeks to provide implications for facilitating international cooperation towards collective action on climate change. In order to explore the cost issue, I use a range of analytical techniques such as non-parametric statistics, principqal component analysis, regression analysis, factor decomposition analysis and inequality analysis among others.
