Humphrey Victor Kobel

As the Chief Technical Officer at Lycamobile / Tangerine Uganda Limited, I have been responsible for the network strategy, planning, operations, maintenance, vendor management, and regulatory liaison of the company since March 2020. With over 20 years of experience in the telecommunications industry across various networks in Africa, I have developed a strong background in strategic business planning, analysis, budgeting, CAPEX and OPEX management, and leadership. Prior to joining Lycamobile / Tangerine, I was the Head of Networks at Smile Communications Uganda and Tanzania, where I successfully managed key network rollout projects, ensured the delivery and improvement of contracted KPIs, provided technical support to other business functions, and gave direction and leadership to the network and IT teams. I have also acquired skills in network design, core network planning, program management, project management, and network operations and maintenance. My mission is to leverage my expertise and passion for telecommunications and network rollout to contribute to the growth and innovation of Lycamobile / Tangerine and the telecommunications industry in Uganda and beyond.
