Responsible for contract and commercial management of the Simandou Iron Ore Project, covering the C3 (Mine Process Plant) and EPC3 (Mine Power Plant), including both onshore and offshore contracts. •[Contract] Oversaw contract performance and progress monitoring after contract signing; maintained and updated contract appendices, schedules, and milestone deliverables; supported the closure of key payment and delivery processes to ensure orderly and compliant contract execution. •[Variation & Claim] Managed the full process of variations and claims in strict accordance with contract terms; identified variation events within the required timeframe, assessed impacts, and prepared claims. •[Correspondence] Handled daily correspondence and responses with the Company and major subcontractors; organized and archived commercial documents to support commercial decisions and potential dispute resolution. •[Measurement & Payment] Supported budget control and interim settlement activities; reviewed subcontractor payment applications and measurements; verified payable amounts based on contractual terms and measured quantities to ensure compliant settlement and payment security.

Projects: Mexico Maya Train Project Section I, Fourth Bridge over the Panama Canal, New First Stage of Chancay Multipurpose Terminal Project, Peru •[Contract] Drafted and meticulously reviewed 371 contracts, 27 of which exceeded USD 3 million, ensuring project legality and compliance in a legally challenging environment. •[Project Implementation Budget] Prepared an execution budget throughout the implementation cycle of the Mexico Maya Train Project at both consortium (USD 740 million) and lot subcontractor levels to optimize financial performance and resource allocation. •[Variation and Claim] Initiated 22 claim and 15 contract variations totalling USD 100 million with successful reimbursement USD 65.38 million in the Peru Chancay Multipurpose Terminal Project through strategic legal endeavours. •[Legal Disputes] Participated in the handling of legal cases, including the Mexican Public Safety and Health Act (won the lawsuit), the corruption investigation of the Comuneros Bridge Project in Huancayo, Peru, and the 2022 public works bid for Peru. Implemented timely crisis management measures, resulting in zero corruption incidences. •[Shareholders and Financing Agreement] Drafted and finalized the consortium shareholders’ agreement for the Maya Railway Project. Reviewed and determined a series of debt financing agreements to tackle the liquidity shortage of USD 104.8 million of the majority shareholder (Mota-Engil Mexico). •[Risk and Compliance] Ensured compliance with local regulations by establishing a comprehensive compliance system and organizing over 30 compliance trainings facing all personnel regarding multiple identified risks for all affiliated country offices and projects. •[Set up a Joint Venture] Conducted comprehensive legal and financial due diligence with local law and accounting firms and improved the entitative framework for the Jamaican market by eradicating the illegal nominee shareholding of registering a new local subsidiary.

Projects: San Borja-San Ignacio de Moxos Road Rehabilitation Project in Bolivia; Mandela Highway Project in Jamaica; Baoji-Hanzhong Section 16 Tunnel Project in China •[Contract] Drafted and reviewed 68 subcontracts, with eight exceeding USD 500,000. •[Measurement and Settlement, Variation, and Claim] Initiated claims and variations totalling nearly USD 1 million, with successful reimbursement totalling nearly USD 400,000 in the Mandela Highway Project in Jamaica, utilizing strong negotiation and quantity-surveying skills. •[Legal Disputes] Collaborated with local law firms and closed all 28 unresolved local legal disputes of the company since its first entry to Jamaica in 2013, mostly regarding employee work injury and land acquisition. Achieved satisfying outcomes with related parties via effective litigation strategies and safeguarded the company's reputation. •[Risk Management] Organized 12 comprehensive risk management training sessions, maintaining a zero-incidence record of high-risk events throughout the project duration. Enhanced the team’s ability to identify and mitigate potential risks. •[Insurance] Responsible for local and domestic insurance purchasing and claiming, including multiple successful resolutions of work injuries. Ensured all insurance policies were compliant with applicable laws.
