Horace Leblanc
NDE Coordinator | QA QC | Pre Commissioning and Turnover @ Zachry Group
About
I am a QA QC and NDE Coordination professional with over 10 years of experience leading quality execution across piping, mechanical, and structural systems within LNG, petrochemical, and heavy industrial construction projects. My experience has expanded beyond inspection into system level execution. I lead weld traceability programs, manage third party NDE activities, and develop test packages that support system readiness, pre commissioning, and turnover. I work closely with construction, QA QC, and commissioning teams to ensure systems are fully prepared for testing, startup, and operational handover. I have a strong background in ASME B31.1 and B31.3 systems, hydrostatic and pneumatic testing, and documentation control using platforms such as LUCY, Aconex, and Bluebeam. I am known for driving alignment between field execution and project milestones, ensuring inspection, testing, and turnover activities are completed efficiently and to specification. What sets me apart is my ability to see the full system. I do not just focus on inspection. I focus on making sure systems are built correctly, tested properly, and handed over ready to perform. I am currently focused on expanding further into system readiness, commissioning coordination, and startup execution roles.
