Successfully spearheaded IT acquisition efforts for the Next NGA West (N2W) program, a groundbreaking $1.75 billion state-of-the-art facility in the St. Louis metropolitan area. Advised IT Director for strategy and execution. In this role, led team in developing crucial program documentation, including the Performance Work Statement, IT Acquisition Strategy, IT Execution Plan, Alternative Analysis, Request for Proposals, and program IT Statement of Work. As a cleared (OCI) team member, leveraged existing ISP contracts to meet planned IT implementation and installation phases and remain within congressional imposed fiscal constraints. Communicated effectively and consistently with government executives and pertinent stakeholders to ensure alignment with emerging priorities and guidance. Successfully navigated program through NGA Acquisition Working Group and NGA Acquisition Review Board. Developed implementation strategies through numerous TEMs with the Chief Engineer and technical leadership for the integration of design, requirements, and approved technology for new facility. Managed daily operations of personnel supporting other agency contracted activities at Midwest and Washington metro area facilities.

Integral member of Next NGA West Program Management Office (N2W). Advisor to IT Director for strategy and execution. As cleared OCI team member, crafted Source Selection Sensitive IT acquisition posture for delivery of all active IT requirements for new $1.75B state-of-the-art Intelligence facility. Authored IT Acquisition Strategy, IT Execution Plan, Alternative of Analysis, Request for Proposals and program IT Statement of Work. Studied and analyzed current contract vehicles for projected and targeted usage. Crafted multiple Inter-Agency Agreements, Memorandum of Agreements and Understanding to ensure needed contractual IT services were retained during build-out. Established Task Orders to acquire needed ISP services. ensured alignment with emerging priorities and guidance. Managed daily operations of personnel supporting all other agency contracted activities at client Midwest and Washington, DC metro facilities.

Directed operations at NGA/Arnold, managed the agency's largest IT services contract vehicle to date. Led team overseeing the multi-billion dollar IT/IS (NJVC) Government Program Management Office under the RDAS contract, Emerald's predecessor. Responsibilities included orchestrating comprehensive program/portfolio management and lifecycle acquisition activities. Studied potential large-scale purchasing opportunities and assess risks and financial estimating. IT/IS PMO team rep for weekly ISP Requirements Analysis Board (IRAB) governance board. Recommended Letter of Technical Direction to government. Endorsed formal requirements for project initiation/secured proper funding distribution. Guided 20+ ISP agency mandated projects; DAWIA/FAR required conventions were maintained. Led operations and personnel at Midwest locations. All duties were conducted at client facilities.

Delivered judicious and spot-on strategic acquisition sensitive and operational advice to a government intelligence agency client. Completed acquisition sensitive Independent Government Cost Estimates. Negotiated efforts through DOD requirements and project life-cycle to ensure implementation and provisioning of highly classified systems in client Data Center. All duties completed at client facilities.

As an embedded functional architect, provided expertise in support of USTRANSCOM's enterprise architecture. Supported the Corporate Service Vision of a Service Oriented Architecture by identifying redundancy of functions across the many tenets of the US Transportation sphere. Provided analysis to improve business processes and deployment, distribution and sustainment functions using Agile Methodologies, IT applications and infrastructure that support the entire DOD logistics enterprise.

Principle functional analyst for Enterprise Data Quality team. Supported USAF Communication Directorate IT logistics infrastructure through effective analysis, design and synthesis of data. Extracted data was studied through use of BRIO query tool and BCM Remedy software applications. Developed analytical study of outdated IT evaluation phase utilizing Oracle, PL/SQL tools that quickly identified $3.1M billing shortfall for stakeholder. Conducted gap analysis study/optimized allocation of business processes for customer.

Integrated elements for client that contributed to the discovery, acquisition, production accessibility, collection and functional management of GEOINT sources and data enhancing information sharing and the continued transformation of the National System for Geospatial Intelligence Enterprise. Data shared with inter-agencies in IC and other key GEOINT providers within client Directorates. All duties were completed on-site at client facilities.

Managed overall planning, implementation, execution and project close out of highly classified efforts supporting National Solutions Group at client facility. Managed global connectivity and enterprise service projects throughout Iraqi and Afghanistan theaters of operations supporting counter terrorism efforts. Managed cost budget for 25 FTE technical assets. All duties were completed on-site at client facility.

Expert Aviator, 5000+ flight hours on various airlift platforms, CONUS and overseas locations - Retired USAF E8/SMSgt Steered highly classified acquisition and exploitation programs for IC customers and foreign allies valued at over $30B across the globe. Participated in airlift activities directing multiple sized teams in covert airlift operations conducting DoD insertion and extraction missions/projects. Directed enterprise wide counter terrorism and counter proliferation activities directly supporting Intelligence Community and our foreign partners’ aims. Led 100+ mil/civ sized teams in collection, exploitation and analysis of data that was used to plan future DOD operations. Defined and managed schedule, budget, requirements, risks, delivery, and external dependencies associated with each acquisition effort. Secured budgetary funding to support future exploitation programs for additional IC customers and foreign allies for programs valued over $20B. Multi MAJCOM level award winner.

Progressed through increasing levels of human resources responsibilities, culminating in role with accountability for leadership of a 300-member organization. Directed 73 enlisted aviators performance, proficiency and adherence to established flight operations in the largest Air Mobility Wing in the USAF. Managed organization standardization and evaluation programs. Analyzed adverse trends in performance and initiated necessary corrective actions. Evaluated all data concerning supervisory workforce development and growth. Monitored and steered direction of organization training program to ensure highest levels of instruction were established. Ensured organizational directives pertaining to safe, efficient, and worldwide aircraft operations were implemented. Mentored employees and management in the proper application of HR policies and procedures. Conducted employee appraisals and provided feedback.

Managed USAF enlisted aviator training program. Trained and facilitated orientation of new employees by managing 10 instructors. Investigated and responded to employee grievances and EEO complaints.
