Hesham Amiri

With more than two decades of experience in public policy, strategic planning, and government transformation, I currently serve as Executive Director for Service Development and the Zero Government Bureaucracy Program at the Prime Minister’s Office – UAE. I’m committed to building a future without bureaucracy — where government services are simple, fast, and human-centered. My mission is to redesign government from the ground up, aligning with the UAE’s vision to empower people and businesses by eliminating inefficiencies and enabling seamless service delivery. At the PMO, I lead national initiatives to remove red tape, accelerate digital transformation, and enhance public satisfaction. I work across sectors, guiding teams through innovative, user-centric approaches that transform complex challenges into practical, impactful solutions. Prior to this, I served as Executive Director of Empowerment, where I led the transformation of government support services by streamlining internal processes, introducing self-management through the Holacracy framework, and enabling the General Secretariat of the Cabinet to operate more effectively and efficiently — particularly in managing cabinet operations and national policy execution.
