Formal communications with suppliers for the $1.5B Amtrak Next Generation High Speed Train (NGHST) Project for the Northeast Corridor(NEC) including bid and proposal support for other HST projects. • Revised the reporting process for customer Small and Disadvantaged supplier spend reporting, currently valued at $233M with a continuous data accuracy improvement process to meet Buy America Act (BAA) and Small Disadvantaged Business requirements of the contract with zero complaints in 4+ years. • Develop all critical supplier contract correspondence, providing legal and contractual advice and counsel to the buying community in US and Canada with support from Global Legal Counsel team.

• Re-energized negotiations and brought to closure the stalled Strategic Sourcing Agreement with Orbital ATK for energetic materials worth over $470M • Developed product procurement strategy plan for Abaco Systems support of CIDS programs to address obsolescence and rising maintenance costs. • Negotiated and managed contracts with suppliers to ensure competitive pricing, quality standards and timely delivery of commodities. • Evaluated incoming material receipts process for improvement in revenue realization and minimizing un-receivable hold material. • Developed and managed logistics strategies to improve the efficiency of operations. • Effectively implemented a team based approach with material handling and warehouse managers to evaluate the receiving process and integrate improvements.

Coordinated subcontracting for the Engineering, Procurement and Construction of oil and gas drilling and processing support infrastructure for Exxon-Mobil in Sakhalin Island, Russia including preparation of Request for Proposal documents, subcontractor pre-qualifications. Negotiated contract terms and conditions, performed subcontractor site inspections, and coordinated subcontractor work activities. Developed Bid Tabulations for Subcontract Packages to demonstrate the soundness of business and financial decisions and best value to the company for complex contracts up to $14M.

Coordinated subcontracting and procurement for the $81 Million Solid Rocket Motor Disposition Project in Russia under the Department of Defense Cooperative Threat Reduction Program; a technology development, systems engineering and integration effort requiring substantial interface with Engineering and Scientific staff and construction management personnel. Ensured procurements and subcontracts with Russian and American subcontractors complied with corporate procurement policies, FAR, DFAR, and Russian and US environmental laws and regulations, and relevant import-export/ITAR requirements. Prepared SOWs, solicitations, funding approvals, payments and closeouts for subcontractors; Inter-Company Work Transfer Agreements, short term Personal Services Agreements, and responded for Government solicitations. Established and implemented property management policies and procedures for Russian and U.S. based program team members. As Procurement Manager created and controlled purchasing procedures at the program level and trained a Procurement Specialist to assume responsibilities of this assignment. Responded to DCAA audit inquiries with no findings ever reported.
