Manage three 2,600 square foot data centers and associated applications with 5 employees nationwide for business with product and service sales of $31.9B for government and commercial customers. Instrumental in delivering compliance artifacts and documents which allowed BAE Systems to achieve CMMC 2 certification. Developed documentation addressing gaps for remote colocation facilities. Ensured BAE has multiple people who can create artifacts for the applications and data centers. Led team of 31 with $14.1M budget to provide seamless delivery of IT services to Space & Airborne Systems (SAS) in over 10 locations including Texas, California, Indiana, as well as Germany and Canada. • Eliminated COVID virus impact on contract deliverables by launching team to develop process so quarantined U.S. Government inspectors could quality inspect product for shipment using video teleconference technology. • Built team of 9 cyber security administrators to audit operation of 1,556 manufacturing and lab workstations for compliance to U.S. Government security requirements. Ensured authorization to operate for continued product delivery. • Led functionally diverse team to evaluate IT operations at 3 engineering/manufacturing sites to identify improvement opportunities. Prioritized list of 20 recommendations for work in process (WIP) system, engineering computing, factory network, special test equipment firewalls. Obtained $975K budget to implement recommended project portfolio. • Streamlined network cable pull review process resulting in $300K IT expense reduction. Accelerated the move out of major office building near LAX resulting in $600K rental savings.

Established new Governance Risk & Compliance office to define and manage risk for CIO and key IT stakeholders. • Developed company-wide IT risk governance approach. Established and led new department. Conducted concept of operations work shop, used RASCI charts to clarify roles & responsibilities. Created and executed mobility project strategic plan for SAS, CSC, RTN Enterprise, and carrier activities. • Planned sites' mobile infrastructure readiness to meet growing demand: Completed Wi-Fi and cellular analysis of 7 SAS sites using exponential growth model to forecast bandwidth and connected device address space needs & capacity. • Negotiated with AT&T to fund in-building cellular 4G LTE upgrade for 3,800 population El Segundo campuses. • Initiated wireless charge review process. Immediately saved $150K and achieved a $400K annualized savings. • Developed print server software to save $168K/year. Established electronic records management strategy and policy for SAS $4,400M business. • Took the lead for electronic records management program corporate wide. Functions included Corporate IT Risk Management, Global IT Architecture, all domestic business units. Led enterprise-wide electronic records management team of 26 representatives. Established data system of record governance policy. • Developed electronic records management strategic plan for CIO and Office of General Counsel (OGC). Guided Raytheon enterprise team and EMC Corp. to develop proposal for litigation and general purpose records management systems.

Managed IT operations and strategic planning for $4,200M SAS business with 8 sites in California, Texas, Mississippi. Budget of $120M supported infrastructure of 13,000 Windows/UNIX, mainframes, and networks. Directed 45 individuals. • Transformed IT into a metrics driven organization focused on outsourcer performance to SLAs and continuous improvement. Developed metrics reporting system and process to cut ticket cycle time 45%, from 49 to 27 hours, equivalent to user productivity uplift of $11.1M/year. • Boosted percentage of service goals met to 73%, the highest ever. Ran monthly operations reviews to hold gains and spur further improvements. Presented methods and results at Gartner conference, recognized as a best practice. • Saved $1.9M/year by rehosting data processing on-premises in Forest, MS, migrating if from off-premises cloud provider. Enabled on-time nightly MRP report processing to make Forest an agile manufacturer, critical to support of customer commitments and product delivery schedules. • Directed SAS IT preparation for Sarbanes-Oxley and routine audits.
