Frank Schuler

Frank serves as Co-Chief Executive Officer of Fortem Holdings, a private equity and real estate investment firm based in Atlanta, GA, a position he has held since January 2020. Over his career, Frank has helped raise $650 million in capital for real estate and private equity investments. At Fortem, Frank’s portfolio companies have demonstrated strong, consistent performance over time, led by connected leadership teams to drive efficiencies and make strategic capital investments to support buy-and-build strategies and vertical integration. From January to August 2025, Frank took leave from Fortem Holdings when he was appointed Senior Advisor in the Administrator’s Office and Acting Head of Congressional Affairs at the General Services Administration (GSA), where he worked to implement various domestic policy goals and develop a new federal agency model focused on fulfilling the government’s statutory functions. Between 2012 and 2018, Frank and his company collaborated with private investors to conserve approximately 30,000 acres of vacant land in the southeastern United States, which is today home to rare, endangered, and threatened species. According to environmental experts, the public interest value of this conserved land exceeds $7 billion. In 2002, Frank partnered with a fellow UVA graduate to establish Ornstein-Schuler, a private investment firm, where he served as President and Chief Operating Officer. He led the company in funding, acquiring, rezoning, and selling a $120 million real estate portfolio. Frank serves as a board member for BioXtek Regenerative Therapeutics in Pompano Beach, FL, is a member of The Economic Club of Washington, D.C., and the Georgia Residential Land Development Council. His interests include spending time with his family, working out, and playing the drums. He has generously supported and advocated for many charitable organizations throughout his career, with a particular focus on animal welfare, children’s education, and combating human trafficking.
