Francis S. Hallinan

Mr. Hallinan is the Administrative Partner of both the Pennsylvania and New Jersey offices of Phelan Hallinan & Schmieg. Frank graduated from Capital University Law School in Columbus, Ohio in 1991. Prior to that he received his B.A. from Dickinson College in Carlisle, Pennsylvania. Some of his civic accomplishments include the Judicare Recognition Award and President of the Serra Catholic Club of Philadelphia. When Frank joined F&P as the Litigation Department Head in 1992 we were a staff of approximately 37 people. Today there are over 320 employees. Frank has been instrumental in the day-to-day operations of the law firms. He is the “behind the scenes” manager who ensures that the job gets done.
