Francis (Fran) Koster received his Doctorate from the Program for the Study of the Future at the UMass Amherst. He studied the public health consequences of likely future threats to the basic life support systems of air, water, food, and fuel, and why leaders ignored warnings about these threats. He focused on energy policy during the oil embargoes of the 70's. Primary author of The Franklin County Study (A study of how to meet energy demand through sustainable sources) that was praised by President Reagan, set up the University of Massachusetts Alternative Energy Program, and The "Toward Tomorrow" fair series. He was recruited away from UMass by President Jimmy Carter's team to set up what (in that era) became the nations' largest renewable energy program, at the Tennessee Valley Authority. Recruited to Nemours Children's Clinics in the 1980's, held a number of senior positions supervising non-clinical support systems, including Human Resources, Development, the Legal Department, Risk Management, Training, and Information Systems. His last title was Vice President for Innovation. He was a pioneer in the use of electronic environments to improve healthcare, including electronic medical records, clinical data mining, and telehealth. During his tenure, the organization grew to 450 pediatric sub-specialists seeing over a million patient visits a year. Since retiring from Nemours in 2008, Dr. Koster has advised The University of North Carolina Nutrition Research Institute, the Duke University Graduate School of Nursing, the Duke University Center for Health Informatics, and the Catawba College Center for the Environment . In 2017 he started a 501-c-3 called The Pollution Detectives, designed to acquire, test and loan new-to-market electronic equipment useful in making invisible pollution visible. Author of 3 books, and dozens of presentations to professional groups, he runs two websites: The first is www.Thepollutiondetectives.org which reflects his mission to empower 'citizen scientists' to use new-to-market electronic tools to "make the invisible visible", and expose threats that should be regulated and publicized but are not. The second is TheOptimisticFuturist.org , which provides a library of local solutions to national problems. Dr. Koster served as a surveyor in the United States Army National Guard, and as a Peace Corps Volunteer in Africa working on water supplies in remote villages.

Created a program using CETA funding to hire unemployed workers, train them in energy conservation techniques, and weatherized 2000 rural poor homes. Worked closely with the UMass School of Engineering in developing projects in solar, wind, and biomass energy production. Principle Investigator for the Franklin County Study, an analysis funded by Department of Energy which created a path forward for one rural county to become independent of imported oil.
