In 2019 I chose to take a break from DHB governance after 12 years and did not stand for re-election. Wairarapa DHB Candidate Profile Statement 2016. For decisions based on community connections, clinical knowledge and District Health Board governance experience vote Fiona Samuel number 1 for Wairarapa DHB. I grew up in South Wairarapa, was educated in Masterton and have raised three children here. With 25 years nursing in a range of healthcare settings I am now a senior nurse at Wairarapa Hospital. I understand the system and the challenges patients face. Wairarapa people have shown their confidence by voting for me to represent them since 2007. I have repaid this confidence. For example this term I fought successfully to return to a local senior management team. This has ensured that decisions made about your healthcare services are made here and not over the hill. Community connections, clinical knowledge and District Health Board governance experience.

Violence is a health issue. In this role I supported fellow clinicians in understanding their role and responsibilities of routine enquiry and intervention in relation to Intimate Partner Violence and Child Abuse and Neglect. We all need to be accountable for our practice and effecting change in relation to New Zealand's appalling statistics of death and injury relating to family violence.

Working alongside primary care providers supporting development and enhancement of systems and processes, clinical governance structures, quality systems and implementation of Health Care Homes.

Chosen for this role as my experience fits the MoH JD for Lead Auditor. At least 4 years auditor experience, proven experience in supervising a team of audit professionals. Previous experience working in a DHB in 4th tier or higher management position within last 6 years (director DHB 12 years) and demonstrated current knowledge of DHB systems and processes. Thorough understanding of the relationship between HDSS, DHB systems, services and outcomes and how risk is managed in a complex environment. Expert skills in identifying potential risk points and facilitates effective, constructive and collegial communication with the audit team and DHB Leadership. Provides leadership and direction of the audit team and responsible for applying systems analysis skills and inductive reasoning skills to determine conformity with HDSS.

Whaiora is a General Practice, health and social service provider in Masterton. At the time I worked there, Whaiora had 10 contracts funded by Ministry of Social Development, Ministry of Health, Wairarapa District Health Board, WCPHO and Regional Screening Services. All contracts performed well above contractual targets and despite the silo-ed funding arrangements the Whaiora team use a whanau ora approach to meet the needs of our community whilst still meeting difficult and complex FTE output focused contractual and reporting requirements. I have extensive experience in the use of the patient management system MedTech 32 and its associated programmes, as well as numerous other health and performance monitoring databases. This knowledge gives me the skill to identify gaps, monitor and enhance health outcomes and improve efficiencies in service delivery. Performance management reporting to funders and liaising with contract managers, funders and stakeholders. In 2010, I was clinical lead in the team setting up, recruiting for and opening a new VLCA General Practice at Whaiora which has progressed as a successful integrated whanau ora organisation.
