Erin Kelly

I act in a strategy role to drive forward proactive policies for the Deputy Mayor by navigating and resolving conflict between city agency, city hall, external partners and political, legal and financial realities. I also supervise team members and provide long-term strategy direction, while managing agency leadership relationships with city hall to facilitate operations and progress. I also manage a number of discrete projects, and provide emergency management oversight as needed.

Developed collaborative frameworks between the health care and housing sectors and educational materials around the intersection of housing and health at RxHome, an organization that worked to build the public demand and political will to end homelessness. More: rxhome.nyc

I provided high level management and analytical support to the offices of Program Planning, Finance and Evaluation Departments at the Dept of Social Services, Human Resources Administration and Dept of Homeless Services. I led interagency workgroups to create and foster collaboration between sectors, most notably around the health and housing stability/homelessness fields. Within DSS, I collaborated with senior staff to make policy decisions and to create/ present qualitative and quantitive data analyses. I managed a diverse set of projects, including those related to public assistance programs, services for the homeless, Medicaid and SNAP.

As IBO's primary health analyst I examined the city's spending and policy decisions, researched local, state and national health care policy and analyzed their interactions and impact on city residents. I presented on and published this research, as well as generated projections on the city's future spending on health issues.

My work supported efforts to increase health care access among low income and uninsured populations in NYC.

I worked in the Department of Health Policy & Management on efforts to understand the potential impact of NYS Medicaid redesign efforts on the health care delivery system.

I worked with Dr. Laura Stark on her research project entitled "Science and the Subject's Perspective", which explores the experience of research subjects at the National Institutes of Health. My duties included: networking and contacting former volunteers at the NIH Clinical Center to organize personal interviews; transcribing interviews and creating captioned videos of the interviews to be produced on YouTube; analyzing the experiences of volunteers in the context of the medical implications of the studies in which they participated; and editing and indexing book manuscripts.

I worked at the Office of Citywide Health Insurance Access at HRA. My work consisted of researching Federal health policy, participating in NYC government task forces, and analyzing the New York State Medicaid Redesign efforts (DSRIP & the managed care transition). This experience convinced me of the importance local level policies and politics on impacting the health of the public. OCHIA works in increasing access to and enrollment in health insurance. I researched current federal, state and local health insurance policies and presented on relevant aspects of policies for staff providing health insurance enrollment assistance to NYC residents. I also participated in city-level efforts to increase access to health care and services for immigrants and other underserved sections of the population by preparing reports on local level efforts in other locations and reviews of existing literature in these arenas.

I generated and organized nutrition information for major chain restaurants to update Menustat.org and maintained a database of this information. This work gave me a sense of NYC-based efforts to increase access to information both to educate the public and to spark academic research.

I worked at the Martha Eliot Health Center run by BCH. I gained valuable experience in direct service of health care. My main duties were (1) organizing the center's patient-centered medical home (PCMH) initiative; and (2) running our pediatric obesity prevention program. I functioned as the facilitator for two PCMH grants, coordinating meetings between staff and other practices and collecting quality improvement data on our center's patient care. In running our obesity-prevention program I coordinated sports programing for patients, taught nutrition classes for parents and children, and reported on the effectiveness of the program. I also served as the program coordinator for a pilot study on teledermatology in the pediatric department.
