Designed and installed the physical infrastructure (servers, modems, comms software, etc.) of Russia's first securities clearing system, which cleared and settled privatization vouchers as part of the country's US-sponsored privatization program, the largest wealth transfer in history. The physical infrastructure has since been used as the backbone of the Russian banking system, including hosting the (former) SWIFT messaging system. Installed and connected (via nationwide fiber-optic cable system and centralized packet-switching-network) physical systems in 33 cities across 13 time zones in 3 years. Led US program inside Russia’s Privatization Ministry (Goskomimushestvo), under Larry Summers and Andrei Shleifer. (Ian Freed Consultancy’s client was the Harvard Institute for International Development.)
