This was a start up new agency created by Initiative in 2006. As executive director, hired staff, secured offices and equipment to perform required agency duties, developed early childhood program policies and implemented the provisions of the Initiative so the agency could begin to deliver services to children birth to 5 years old that would better prepare them for success in school and life.

Acted as a special assistant to newly elected State Mine Inspector. Helped reorganize office and resources to be more strategic and purposeful in carrying out the duties in Arizona Statutes.

Was responsible for management of three major programs: child support enforcement, welfare benefits eligibility determinations and employment services. Assisted in the creation of welfare reforms that were hot issues during the mid-90's.

Provide management and leadership for agency having the following policy and oversight functions that affect all state agencies: risk management, general accounting, procurement, human resources, facilities, prison construction, grounds and custodial services, fleet operations, surplus property disposition, data center services and telecommunications.

Responsible for the management of the agency collecting state tax revenue. Functions included oversight of taxpayer services, collection of revenues and delinquent tax payments, timely deposit of revenue with State Treasurer to ensure maximum interest earnings, timely issuance of refunds, handling administrative appeals of agency audits, assessing property values of large mines, utilities and other large industry operations as prescribed by state law and providing oversight of county assessors' valuations of homes, vacant land and commercial properties to ensure equity and uniformity of valuations used for determining property tax burdens.

The Arizona Department of Education and its chief position, a publicly elected state Superintendent of Public Instruction, were created upon the ratification of the Arizona Constitution. The job of the state superintendent is to administer the K-12 public education system in Arizona through the state department of education. As stated in the state constitution, this involves providing for the students of Arizona a uniform public school system including kindergarten, elementary schools, middle and high schools.
