• Provide overall management, strategic direction, and technical leadership to the program to achieve expected program results within budget and timeframe • Serve as the Program’s primary liaison with the MOH, USAID, MIHR HQ, other donors, and multilateral and NGO partners, and other transitioning Ebola, PHC, FP/RH, TB, nutrition partners • Represent the MIHR project in all technical, policy and programmatic fora at all levels (regional, national, and international) • Ensure high level of coordination and harmonization, as necessary, & nurture relationships with all key stakeholders, including partner organizations/at county level, on administrative, financial, and programmatic matters related to the project • Oversee the project teams of technical, program, finance, and operational staff to ensure program deliverables, tasks and responsibilities are met; staff management includes hiring, supervising and mentoring project staff • Ensure regular reporting & timely submission of deliverables as required under the award. • Lead preparation of annual work plans, project activity updates and other project-related communication and reporting materials • Monitor Annual Workplans and Monitoring, Evaluation, and Learning Plan to ensure that the Activity is meeting goals, and analyze reasons for any difficulties. • Ensure compliance with Momentum/IMA policies and procedures and USG rules and regulations by project staff and sub-awardees and monitors the quality of program implementation

Manage the program team which delivers IMC’s 24 million USD integrated response to vulnerable communities in the DRC, precisely in the domains of Health, nutrition, WASH, protection, MHPSS. This includes: o Ensuring the program team has qualified staff, and on time to deliver project activities; Directly line manage Technical advisors/Coordinators (including sector leads), Program Managers and CoPs. o Program support to strategic planning, and resource mobilisation including donor engagement and new business development. Coordinate program inputs to internal and external documents including those from HQ. o Ensure activities align with humanitarian principles, as well as international technical (like SPHERE) and donor guidelines o Monitor proper planning by program teams to ensure implementation of planned activities is timely. o Ensure reporting is timely and of quality (including reports to HQ and those to donors) o Oversee quality and timely delivery of IMC’s multi-sectoral outbreak response to epidemic prone diseases including Ebola and COVID-19 in North Kivu, South Kivu, Tanganyika and Ituri provinces o Oversee quality delivery of health, WASH, nutrition, protection and MHPSS in beneficiary communities IMC supports in North Kivu, South Kivu, Tanganyika, Ituri, Haut Katanga and Kinshasa provinces o Liaise with support functions (Logistics, HR, finance, security...) to permit program teams receive timely support o Oversee the compilation of good practice and lessons learnt, as well as monitoring of project indicators, and budget-variance analyses (BVA). o Ensure program staff adhere to SoPs (Security, Child safeguarding, PSEA….) to ensure programming is safe o Ensure programming is integrated, sustainable and informed by needs assessments, gaps, national response plans & lessons learnt. Ensure gender and protection is mainstreamed across sectors. o Ensure IMC coordinates with local authorities and other response actors (OCHA, clusters/commissions, other INGOs).

°Oversee emergency, resilience and development programming in 3 field offices (Niafounke, Mopti and Gao) in the Center and North of Mali, worth 6 million USD/year °Ensure programming is child-and-conflict-sensitive and complies with organisational policies and procédures as well as donor rules °Ensure Save the Children projects & programmes are accountable to beneficiaries & other stakeholders including through timely & quality reporting, and complaints & response mechanisms (CRM) °Support new business development and efforts to ensure beneficiary needs and Save the Children's responses are visible to relevant stakeholders °Ensure programming is safe (security and safeguarding-wise) °Ensure programme teams have needed support from support functions (HR, finance, Supply Chain, Safety and Security, MEAL, Awards) and technical advisors ° Ensure programmes have high performing teams (through proper HR and performance management of 62 staff in 3 field offices) °Represent the North Area in Country Office (CO) Senior Management Team (SMT) and external coordination fora (field Humanitarian Coordination Teams/HCT, Access Working group..) °Ensure field teams respond to rapid population movements through the rapid response mechanism (RRM)

In addition to the North Area Manager duties described above, was responsible for the following: °Emergency Preparedness Planning (EPP) and Humanitarian Strategy Development for Save the Children's 4.8 million USD Cat 2 Response rolled out in 3 field offices of the Center & North of Mali °Ensure humanitarian needs, current responses and gaps are visible to relevant stakeholders including through monthly sitreps, relevant Comms materials and EMG calls °Support development of alerts and new business development, and ensured programming is informed by rapid needs assessments °Ensure programming is safe (security and safeguarding-wise) and complies with Humanitarian Principles and Standards (including the CHS) °Ensure field teams respond to rapid population movements through the rapid response mechanism (RRM)

Responsible for the coordination of the delivery of urgent and life-saving multi-sectoral responses to IDPs, returnees & host communities affected by the North East humanitarian crises, delivered by a consortium of 5 INGOs (SC, Oxfam, TearFund, Christian Aid and IRC) as part of the 2nd phase of the Nigeria Joint Response (NJR) – a Dutch government funded 5.3 million Euro grant. o Ensured sectoral program outputs (FSL, WASH, Protection & Health) are delivered on time and in accordance with the logical framework, budget and donor requirements, deliverables adhere to SPHERE and CHS standards and sector working group recommendations, gender and protection are mainstreamed. o Program planning, budgeting and monitoring; Procurement; Approval of expenditures; Budget-variance (BVA) analyses o Visibility of and advocacy to relevant stakeholders in favour of beneficiary needs and NJR program responses o Ensured timely and quality donor reporting as well as accountability to all other program stakeholders including beneficiaries o Put in place mechanisms to promote complementarity, learning & sharing between agencies, added-value of implementing jointly and capacity building (especially of partner local NGOs), as well as reduce duplication. o Networking & representation of the Consortium with external stakeholders including OCHA, government…. o Managed the Save the Children component of the program o Line managed staff (7) of the SC component of the program and matrix-managed 5 NJR INGO project managers

Managed the implementation of a 1.6 million £ DFID funded START Consortium multi-country (Mali, Senegal and Cote d’Ivoire) Program, to strengthen the capacity of countries that border with Ebola most-affected countries MAC), to mitigate Ebola spread. o Ensured the program is delivered according to the Regional logical framework and the contractual requirements of the donor, and that deliverables are completed within agreed timeframe and budget; o Provided technical guidance to country teams o Program planning, budgeting and monitoring; Approval of expenditures; Budget-variance (BVA) analyses o Ensured timely and quality donor reporting as well as accountability to stakeholders including beneficiaries o Put in place mechanisms to promote complementarity, learning & sharing between agencies, added value of implementing jointly and capacity building (especially of partner local NGOs), as well as reduce duplication. o Networking & representation of the Consortium with external stakeholders including WHO, government…. o Managed the Save the Children component of the program o Matrix managed staff (30) of the SC component of the program in the 3 targeted countries

Support the programme development in 6 countries of the Region: Senegal, Mali, Burkina Faso, Niger, Togo and Cote d’Ivoire. This includes supporting country offices (CO) and location staff with the following: o Strategic planning in relation to programme work and quarterly reviews, o Development of concept notes and programme proposals for new and integrated programmes responses/interventions, in response to calls for proposals (including in the domain of health) o Development of responses to emergencies and throughout the different phases of response to emergencies (with a focus on unaccompanied children and their caregivers) o Set-up of new programme responses (including the conduction of preliminary assessments, feasibility studies, stakeholder analyses), o Donor reporting and compliance to donor rules and requirements o Alternative care for children without parental care, and family and community strengthening initiatives for vulnerable families to prevent parental care loss o Recruitment, orientation, development and capacity building of CO Programme staff o Monitoring and evaluation of the implementation of programmes responses including feedback to activity reports and collection and sharing of good practices

o Provided guidance and support in the domain of health to Country Office (CO) staff and facility heads of 26 SOS Children’s Villages medical facilities spread over 11 countries in the Region o Oversaw the implementation in the Region of the organization’s health policies and good practices as well as the integration of local/national health policies and disease control/health promotion strategies/programmes in CO health responses o Supported the development, implementation and M&E of health initiatives carried out by SOS CV Medical Facilities: EPI, nutrition, PMTCT and HIV VCT, ANC and Family Planning, IMCD, EmONC, health system strengthening and disease control initiatives. o Supported donor reporting and ensured compliance to donor rules o Facilitated and promote knowledge-sharing as well as capacity building in the domain of health within the Region o Supported in response to funding opportunities, the development of integrated health project concept notes/programme proposals including in response to emergencies o Supported CO in the set-up step, implementation and M&E of health programme responses o Tracked the development of the 26 SOS CV medical centers of the Region, through the review of progress reports and statistics.

Alongside colleagues of the department supported the development, roll-out, monitoring and evaluation of national disease control and health promotion programs

o Led the development, implementation & monitoring of community-based primary health care activities carried out by the hospital: Expanded program on immunization (EPI), distribution of insecticide treated bed nets (ITN), vitamin (A) supplementation for children, postpartum women & other risk groups, control of NTD (leprosy, buruli ulcer and river blindness), community-management of acute malnutrition, ANC, emergency obstetrical and neonatal care (EmONC) for pregnant women and newborn and the integrated management of childhood diseases (IMCD). o Coordinated the hospital’s HIV/AIDS and TB diagnosis and Treatment Centers. The Center followed up 700 PLWH on 1st line HAART, diagnosed and managed with DOTS TB patients, and included an Early Infant Diagnosis (EID) system for children born of HIV+ mothers and chemoprophylaxis for children of smear-positive TB mothers o Oversaw the conduction of 2 multi-center research studies at the hospital o Coordinated continuing training activities for hospital staff o Directed and managed the hospital alongside physician duties. Managed a staff of 50, an annual budget of 700.00 USD and opened Eye, Dental, Laboratory and Physiotherapy Units for hospital. o As member of the Health District Management team, participated in the planning, M&E and Health System Strengthening initiatives of the Banyo Health District.

o Led the development, implementation and monitoring of community-based primary health care activities carried out by the hospital: Expanded program on immunization (EPI), distribution of insecticide treated bed nets (ITN), vitamin (A) supplementation for children, postpartum women and other risk groups, community-management of acute malnutrition, antenatal clinics, emergency obstetrical and neonatal care (EmONC) for pregnant women and newborns, the integrated management of childhood diseases (IMCD) and mother to child prevention of HIV/AIDS transmission (PMTCT) o Represented the health sector in the Belel Communal Coordinating Committee of the UNICEF sponsored CONVERGENCE child protection program in charge of assuring several entry points are used to identify and establish birth certificates for children without o Directed and managed the hospital alongside physician duties (medical consultations and patient follow-up). Extended the hospital's infrastructure (hospitalization wards, lodging for staff...), instituted a continuing training and capacity building programme for hospital staff, managed 10 staff and a yearly budget of 150.000 USD. o As member of the Health District Management team, participated in the planning, M&E and Health System Strengthening initiatives of the Health District.

During this stay at the hospital carried out: o Outpatient and mother-and-child health consultations and follow-up o Referrals to preventive services (EPI, family planning, ANC, nutrition) and for specialist care

Headed of a team of junior physician sent to assist the District Medical Team to contain a Cholera outbreak in the Foumbot Health District, West Region of Cameroon. The mission consisted of facility-based case management, infection control and communication for behavioral change.
