She has the ability to identify inefficient procedures and policies, analyse them and develop and implement comprehensive systems, to solve the problem. Marcia’s empathic approach towards staff and stakeholders enables her to gain their loyalty and give their best to her, resulting in a committed workforce that provides effective delivery. Marcia has strived to build up a sophisticated alignment of people’s needs, and the aims of her organisation. She is always aware of the changing needs of the Prison Service and is particularly effective in planning for the future, both in predictable and unpredictable events. Marcia has a strong theoretical and practical foundation of leadership skills and understanding, Her PhD research has developed her understanding of the human dimensions of organisational systems which she is able to apply to her work. She is committed to encouraging, inspiring and motivating young people to fulfill their potential through education. Marcia volunteers for a number of organisations which work with disadvantaged youths.

As Head of Offender Management I am a member of the Senior Management Team. My role includes being responsible for the performance of the function and the staff within it, ensuring the various staff groups work jointly together focusing on staff development and competency. This was achieved through my constructive use of addressing differences between peoples’ working styles, ethics and motivation. In addition, I have budgetary responsibility for the function and have endeavoured to reduce the department’s expenditure by implementing control and monitoring mechanisms to manage the department’s funds. My leadership and management style has enabled me to implement practices and procedures which has ensured the department achieves both qualitative and quantitative standards, as well as meeting the demands of the Key Performance Targets for Offender Management. Taking over at a difficult time, I developed a culture of accountability, sustainability and integrity, by working closely with staff at different grades within the department, to address and overcome resistance to change in response to the introduction of ‘Manage the Custodial Sentence’. I have introduced innovative and collaborative practices and ways of working which has enabled the department to work closely with internal and external stakeholders.

As the Offender Development Manager in a category B prison, I acted as the Head of Function’s Deputy. I was responsible for the operational running of the Reducing Re-offending Department. In addition, I managed the Service Level Agreement for East Sussex library and managed the Offender Learning And Skills Service within the establishment, introducing new systems of working and increasing offender participation and accessibility by organising the integration and sequencing of all OLASS and non OLASS, learning and employment provision across the regime, in accordance with NOMS standards and ensuring all qualifications fit with the Qualification Curriculum Framework (QCF). In order to support the department’s aim to deliver quality provisions, I was instrumental in developing a very skilled working force.
