Dr. Julius S.M. Gilayeneh, Sr.

Serve as Chief Scientist for the National Public Health Institute of Liberia (NPHIL). Provide technical oversight for and supervise all technical divisions (Department of Infectious Diseases and Epidemiology, Department of Laboratory and Public Health Diagnostics, Department of Environmental and Occupational Health, Department of Public Health and Medical Research and Development, Department of Training and Capacity Building) pursuant to the organizational structure of NPHIL. Act in the absence of the Director General.

Lead the technical implementation and coordination of the malaria grant activities and provide direction for the development and provision of support services in the implementation of the program. Provide direct oversight over program planning and implementation from all technical units (Case Management, Vector Control, Procurement and Supply Management, Social Behavioural Change Communication, Surveillance, Monitoring and Evaluation, and Operational Research) within the program. Collaborate with partners in addressing all technical issues affecting the program. Assist in the development of technical proposal and work plan as appropriate for the implementation of malaria control activities within Liberia.

Enhance the Coronavirus IMS structure capacity to perform COVID-19 epidemic-related activities, including preparedness, detection and response. Support the surveillance system and disease outbreak investigations for Ebola Virus Disease and other potential public health threats and propose corrective actions or interventions to prevent or alleviate public health problems based on epidemiological findings

Gather and analyze data and write a report detailing the context and extent of Community Health Workers involvement in Neglected Tropical Diseases (NTD) elimination as part of Accelerating the Sustainable Control and Elimination of Neglected Tropical Diseases (ASCEND) project concentrating on elimination of five NTDs (lymphatic filariasis, onchocerciasis, trachoma, schistosomiasis, and soil-transmitted helminths where treated in conjunction with schistosomiasis) in 12 West and Central African countries.

Provide technical oversight for response to epidemic prone diseases. Work with the relevant programs to develop disease specific contingency/preparedness and response plans (eg. Ebola, Lassa fever, Cholera, etc.). Conduct periodic integrated epidemic public health risk assessments. Establish and maintain National Rapid Response Team (RRT). Work with the relevant stakeholders to coordinate Emergency Medical Service system. Ensure effective networking with one health partners for monitoring of potential public health threats and identifying opportunities to collaborate.

Carry out out-patient and in-patient consultations on a daily basis at the hospital and took calls overnight as scheduled. Also assisted in training, supervising, and evaluating intern doctors assigned at hospital of assignment and conducted in-service paramedical staff training when scheduled.

Carry out out-patient and in-patient consultation on a daily basis at the hospital and worked under supervision of senior medical doctors/consultants to assess and manage all obstetrics and surgical emergencies. Took calls as scheduled by the institution and kept a record of all cases (using standardized forms) that were assessed and managed surgically under supervision of senior doctors/ consultants

Provided technical and managerial support to County Health Team (CHT) serving as a counterpart to the County Health Officer (CHO) for the Ebola response. Responsible to establish and strengthen the County Response Systems modelling the central level system where applicable, support the CHT in the management and accountability for financial and material resources provided to the counties for Ebola response and ensure the CHT submits the daily summary report to Epi-Surveillance at the national Incident Management Chairperson (IMC) covering all aspects of the intervention and inclusive of stock status in respective counties. Served as an advocate and liaison for the county with National IMC, International NGOs and local partners for resource mobilization for response to Ebola.

Assisted the national case management team members to organize and conduct training on Ebola Case Management at various hospitals in Monrovia, assisted in recruiting and training intern medical doctors and other health workers for deployment at Ebola Treatment Units and participated in daily case management strategic planning meetings

Facilitated timely admission and discharge of all patients in accordance with hospital policy, fill out charts, obtain patient histories and write prescriptions, observed and assisted residents and attending physicians in surgeries and other major procedures and performed minor procedures. Took overnight calls as scheduled and attended weekly intern education and training sessions when scheduled.
