During the summer of 2011 the Pentagon reached out to SPAWAR via the direct orders from the Secretary of United States Navy (SECNAV) The Honorable Ray Mabus. The SECNAV who controls both the U.S. Navy and the Marine Corps; along with the heads of both of those Armed Forces, the Chief of Naval Operations (CNO), Admiral Roughead and the Commandant of the Marine Corps, General Amos; express their frustration with their executive communication airborne systems aboard their Gulfstream 550 aircraft which the U.S. Navy calls the C-37 and a similar version in the Pacific Theater of Operation the C-20 which is a G-III aircraft. I was hand chosen to lead an engineering team as the project manager. The projects budget was close to $300,000 and a timeframe of within one year to investigate the full end-to-end system, to include terrestrial and ground based systems that are tangible to the airborne executive communication system. Additionally, I was tasked to provide a detail findings report as well as research the "as is current solution" to improve the existing system for better connectivity speed and reliability. My findings included all the possible adjustments that we could make to the system to make it more optimized; as well as I went above and beyond and came up a few options for a future replacement to the existing system. I also personally created a step-by-step operations manual [Flight Manual equivalent] for the enlisted airborne aircrewmen/operator to be able operate the system with little to no training. My team improve all aspects of optimization for the existing system that was comprised of 1980s technology. In conjunction to the system optimization, the Pentagon accepted our replacement options and SPAWAR was awarded a multimillion dollar contract to remove and replace the existing system with a more reliable, efficient and optimized airborne system.
