Responsible for directing and managing the Agency’s Space Management Program. Negotiates the acquisition of physical office and storage space, adapting existing space or leasing additional space for the Agency as well as internal allocations, renovations and maintenance. Ability to manage the work and ensure coverage of 12-hour rotating shifts in a fast-past environment. Collaborate with Intelligence Community (IC) operation centers to ensure situational awareness of collection enterprise’s activities, and to assure alignment with key national priorities. Coordinate with national, defense, and domestic authorities to ensure alignment with key intelligence priorities. Lead and plan shift teams, staffed with government and contractor employees, in the development of situational awareness information that is provided to ODNI, IC, United States (U.S.) government, and other appropriate leaders. Oversee and lead professional staff in performing community outreach and collaboration activities and engaging in internal and external information sharing, fostering collaborative relationships with interagency partners, and communicating timely and relevant intelligence information.

Deputy Director Mission Support

Provide oversight and supervision to approximately 200 civilian and contractor employees involving 12 distinctly different functions with an annual operating budget in excess of $17 million Responsible for justification, direction, and allocation of resources (people, budget, material) across the organization. Develops and executes strategic planning objectives for the directorate and plan, program and execute the annual budget. Plans and programs the future year requirements. Also responsible for position management, recruitment, selections, promotions, performance appraisals, awards and training. Resolves informal complaints of employees and participates in the achievement of EEO diversity goals and objectives. Directly support new and evolving facilities improvements, renovations and repair to include multiple commands and agencies throughout the NMIC Within 6 months of reporting aboard I was able to analyze agency processes to determine how to best leverage advanced technology to create operational efficiencies in the platform of delivering intelligence to senior decision makers via tablet technology. Utilized my previous experience, IC network and advances in technology to assist the agency in the transition from binder brief to tablet device. In support of the Command Climate Survey, I conducted a root cause analysis of the Special Security Office (SSO) operations to address some of the concerns of the workforce. Briefed the Deputy Commander Office of Naval Intelligence on findings and provided recommendations to SSO leadership to increase efficiencies. Worked with the Command Climate Specialist to provide updates to the Commander Office of Naval Intelligence (COMONI) on the incremental changes within SSO which then was briefed at the COMONI all hands. To address another workforce concern I volunteered to establish a mentoring program for the ONI. I leveraged my IC network to seek best practices and established a mentor circle concept.

Senior Staff Officer/IC Facilities Program Manager

As part of an organizational reorganization, as a GS-14, I volunteered and was approved by the Associate Deputy Director of National Intelligence (ADDNI) for Acquisition, Technology and Facilities to temporarily fill a senior executive position to lead the oversight of facilities throughout the entire IC. As a GS-14, led the IC Facilities Working Group (FWG) meetings, composed of senior executive and GS15 facility managers throughout the IC. Prepared and briefed agenda items for the FWG and task action items to members of the group for response to congressional marks. From December 2008 to December 2012 coordinated over 1000 taskers to include over 300 Congressional Directive Actions (CDA). Managed the AT&F office budget of 30M; to include ensuring service level agreements and contract personnel support were properly funded. Prepared and briefed Congressional staffers on mission impacting IC issues, accomplishments and strategic vision of IC Facilities Management Worked in collaboration with ODNI budget and finance office to identify and resolve AT&F's $2M deficit in personal services funds to ensure AT&F fulfilled end of Fiscal Year priority funding requirements Served as Contracting Officer Technical Representative (COTR level III) responsible for a full range of contracting activities. Participated in the Intelligence Planning, Programming, Budget and Execution exercise ensuring mission critical programs were included in agency Congressional Budget Justification Book Prepared talking points and power point briefs for the DNI to brief Congress on the strategic vision of facilities management in the IC. Briefed the DNI quarterly on the status of IC facilities Spearheaded project and established first IC facilities geospatial tool used as executive dashboard to manage and report on over 200 IC facilities. This tool is used to manage space, facilities, occupancy and other congressional topics of interest.

Served as the lead in procurement requirements and coordinating logistical support for the Director of National Intelligence travels abroad. Communicated, planned and implemented procurement and asset management policies for the ODNI agency. Served as Contracting Officer Technical Representative responsible for a full range of contracting activities from pre-award, post-award to contract close out. Provided oversight of daily assignments to include scheduled leave, timesheets, disciplinary actions and career development of 30 government and contract procurement officers and asset managers. Leveraged existing networks and expanding established network with mission partners; anticipating customers mission needs and operational requirements by offering alternative by evaluating and redesigning logistical processes for logistical support. Was responsible for managing personnel and financial resources; coaching and evaluating subordinates on performance and development. Developed and managed operational budget throughout the fiscal year; and developed organizational strategies and goals for the fiscal year and other planning periods.

Lead Accountable Property Specialist

As team lead, briefed senior agency officials on the status of property accountability and capital assets within the agency. Instructed classes to mid and senior level personnel on the proper use of the Property Accountability Support System (PASS) database, used to maintain accountability for DIA owned/leased and personal property. Reviewed DIA procurement and asset management regulations and bulletins for compliance with federal and local laws and applicable directives in terms of property accountability, procurement operations and government purchase card procedures Surveyed, analyzed, and recommended improvements to organizational processes and procedures. LEAD ACCOUNTABLE PROPERTY SPECIALIST- DEPLOYED (2004 – 2005) Deployed to Baghdad, Iraq in the Middle East as team lead in support of the Iraqi Survey Group (ISG) to account for capital assets, vehicles, personal property, information technology equipment, weapons, and general accountable property. Studied and evaluated issues and data presented, and based on expert analysis of content and knowledge of functional assignments throughout the organization, gave insight during the project of transferring property to Multi National Forces Iraq (MNFI). Reported property accountability status, prepared and presented briefs to Army 0-6 and ISG Director (Army General), Baghdad, Iraq. Provided an in-depth knowledge on a wide range of operational concepts and methodologies in order to plan and carryout all assigned missions. Spearheaded team to conduct 100% inventory of all DIA owned property in Iraq and Qatar which accounted for over $250M in accountable property for the DIA. Was able to apply alternate courses of action, modify standard procedures, and use negotiations skills to satisfy fiscal year mission requirements when interacting with senior level management officials from foreign governmental and civilian agencies.
