* Directed the bipartisan research branch of the California State Senate. This involved developing the Senate’s research agenda, overseeing the Senate’s policy-related publications * managing the Senate’s relations with the federal government * overseeing the Senate’s federal lobbyists * and serving as the liaison between the Senate and California universities and research institutes.

Directed the California Medical Association’s Center for Medical and Regulatory Policy, the health policy arm of the association. Crafted all the association’s policy initiatives; helped guide its positions on legislation. Oversaw its regulatory work.

Served as chief advisor to Senate President Pro Tempore John Burton on health, insurance and select labor issues. Acted as a liaison between the Senate leader and Senate policy committees and represented the Senate in negotiations with the Assembly and Governor. Drafted and successfully negotiated the Health Insurance Act of 2003 (Senate Bill 2). Chief legislative negotiator on two multi-billion-dollar reforms of California’s workers’ compensation system.

Provide leadership and oversee the CalPERS Health Benefits Program serving 1.5 million members. Direct health policy, health plan contracts and administration, rate development, member and employer account management, and the long-term care program.

Oversee all grant-making and research at a national foundation and think tank dedicated to improving the U.S. healthcare system, with an emphasis on high-need and vulnerable people.

* Served as principal policy advisor to the Secretary of the U.S. Department of Health and Human Services (HHS). Also served as the chief deputy to the Assistant Secretary for Planning and Evaluation. Managed major activities related to the Affordable Care Act * advised Congress as it drafted the law * and played a vital role in implementation.
